Study of Neighborhood Conservation Districts
3 WHEREAS, the Council of the City of Saint Paul finds that neighborhood conservation district ordinances
4 can be used to ensure that new construction, renovation and remodeling projects within residential zoning
5 districts will be done in a manner that is campatible with fhe architectural styles and building materials
6 used in the City's varied and unique neighborhoods; and

WHEREAS, the Council further finds that neighborhood conservation district ordinances can contribute to
the health, welfare and safety of the public by preserving, protecting, and perpetuating the value of these
varied and unique neighborhoods by promoting the use of compatible and coherent design appeazances and
building materials within a particular neighborhood; and
WHEREAS, the Historic Preservation Plan, part of the Saint Paul Comprehensive Plan and adopted by the
City Council on March I 1, 2009, includes Policy 63 which states, "Explore the creation of neighborhood
conservation dastricts" and
WHEREAS, demolition and replacement of existing housing stock with new construction increases the
consumption of natural resources, fills landfills, and increases greenhouse gas emission. Construction
19 debris currently accounts for 25 percent of annual municipal waste stream. One recent study has
20 determined that greenhouse gas emissions from renovation projects are 30 to 50 percent less than an equal
21 investment in new construction, making renovation of existing buildings ihe most sustainable alternarive;

WHEREAS, neighborhood conservation district ordinances which promote compatible and coherent
design appeazances and building matexials within a designated neighborhood conservafion district can
stabilize and ultimately increase the value of both existing and new residential properties within that
district by requiring investment in design elements and building materials thaY are in keeping with the
physical appeazance, design characteristics and use of building materials within the particulaz
neighborhood conservation district; and
WHEREAS, the heritage preservation commission conducted a conservation district study in 1491 that
recommended for consideration high-potential neighborhoods such as Frogtown, Uppertown, Daytons
Bluff, Macalester-Groveland, and the early "streetcar suburbs" of Saint Anthony Park; NOW,
THEREFORE,
BE IT RESOLVED, the Council requests that the planning commission and heritage preservation
commission jointly study and prepare a report and recommendation for the potential to designate and
establish, by ordinance, residential neighborhood historic conservation districts, considering options to
address infill only; infill and additions only; infill, additions, and demolitions only; or addressing all
exterior changes to buildings; and involving interested district councils and community development
corporations in development of the report and recommendations as appropriate; and

43 BE IT FURTHER RESOLVED, that the report include an analysis of the level of study that would be
44 required to establish neighborhood conservation districts, and an estimate of staff andfor consultant
45 resources that would be needed to both establish and administer conservation districts; and

47 BE IT FURTHER RESOLVED, that the heritage preservation commission develop a work plan that
48 reflects the implementation priorities identified in the Historic Preservation Plan, including an evaluation
49 of conservation districts within that work plan, and identification of potential resources that might be
50 obtained to assist in this work; and

BE IT FURTHER RESOLVED, in undertaking the study and preparing the report, the planning
commission also examine other potential regulatory changes or programs that might be enacted to ensure
high-quality design for construction of new buildings or building additions and renovations in
neighbarhoods; and the heritage preservation commission examine needed changes to Chapter 73 of the
City's legislative code to add requirements telated to demolition review; and
BE IT FINALLY RESOLVED, that the Councii ofthe City of Saint Paul hereby requests that the Planning
Commission, working with the Heritage Preservation Commission, prepare a report and make a
recommendation to the Council within six months regazding the establishment by oxdinance of
neighborhood historic conservation overlay districts consistent with the requirements and requests of this
resolution.

of design characteristics such that each interested neighborhood is able to choose from a menu options
to create a unique conservation district, and provides a process for administering the neighborhoo
conservation district ordinances; and
