WHEREAS on May 28, 2008 the Saint Paul City Council adopted Council File number 08-553
amending Civil Service Rule 7 entitled Eligible Lists; and
4 WHEREAS Rule 7 of the Civil Service Rules establishes the effecrive periods for eligible lists for all
5 City positions; and

7 WHEREAS, under Rule 7 the Human Resources D'uector has the discrerion to extend the effecrive
8 dates for eligible lists for the posirions of Firefighter and Police Officer and has already extended said lists to
9 the extent possible; and

11 WHEREAS, based upon the exisring language in Rule 7, the eligible lists for the title of Firefighter and
12 Police Officer aze set to expire in 2009; and
13
14 WHEREAS the City is in the process of trying to obtain outside funding so that additional personnel
I S may be hired in these titles in 2009; and

17 WHEREAS in order to accomplish tkris 2009 hire, the existing eligible lists for Firefighter and Police
18 Officer must be extended for up to one yeaz from their scheduled expiration dates; and

20 WHEREAS Rule 7 must be amended to authorize the Human Resources Director to again extend these
21 lists; and

23 NOW TAEREFORE BE IT RESOLVED, pursuant to the authority granted in the Section 12.06 of the
24 Saint Paul City Charter, the City Council hereby allows far a one-time suspension of Rule 7 of the Civil Service
25 Rules to authorize the Human Resources Director to exercise her discretion and extend the existing eligible lists
26 for Firefighter and Police Officer for a period not to exceed one yeaz beyond their respective current expiration
27 dates.

Tne City may need to hold a Fire Academy (Fa112009) due to a possible e:ant. The current List is set to expire in June 2009 and the
Ciry was unable, due to financial concems, to administer a Firefighter exammzrion in 2009. Extension of the current list allows for the
potential of an addi6onal Academy prior to expirntion.
The City had offered 18 candidates positions as Police Officers fo. an Acaflemy to be�in in 7anuary 2009. Due to the City's financial
concems, the City cancelled the Academy. An �tension wonld aFio�a� ?ne City .o re-offex employment to these candidates with the
poter.tial of a Fa112009 Police Academy.
