1 WI3EREAS, the City cantributes to various State pension plans as required by State Statute and
2 other pians as required by Bargaining Unit Agreements, and

4 WHEREAS, the City is not required by State Statute or Bargaining Unit Agreements to provide
5 money in lieu ofpension for City employees restricted from contributing to the State pension plan, Public
6 Employees Retirement Association (PERA), NOW THEREFORE BE IT,

8 RESOLVED, that City contributions per Council File 03-853 to pension plans in lieu of
4 contributions to PERA for employees hired onfafter May 1, 2004 who aze not allowed to contribute to
10 PERA be discontinued.

The 2008 �penditnre for Deferred Compensarion in lieu of PERA benefit was $15,725. We expect this cost to increase as the City
hires back more retirees. The City implemented a policy in 2003 to provide money, in lieu of a PERA contribution, into a deferred
compensation account for employees who were reshicted from participating in PERA. Employees are restricted for reasons such as
aiready receiving retiremenbdisability retuemeist benefits from PERA; full-time student under age 23; oc foreign citizens waking
with a work permit of 3 years or less.

4 Associarion (PERA) for City empIoyees restricted from contributing to PERA, and
5 WHEREAS, to be consistent with the Ievel of contributions for all other non-elected City
6 employees, the Ciry should contribute the City's portion of the PERA pension to another post
7 employment account on behalf of these employees, now therefore be it
8 RESOLVED, tl�at the City's share of contribution that would have been paid to PERA on
9 befialf of these employees be paid to the City's Deferted Compensation Plan and/or tYte City's
10 Post Employment Health Plan on a quarterly hasis commencing calendar year 2003 and
11 , continue for so long as these individuals aze employees of tke City.
