We expect this cost to increase as the City hires back more retirees. The City implemented a policy in 2003 to provide money, in lieu of a PERA contribution, into a deferred compensation account for employees who were reshicted from participating in PERA. Employees are restricted for reasons such as aiready receiving retiremenbdisability retuemeist benefits from PERA; full-time student under age 23; oc foreign citizens waking with a work permit of 3 years or less.
