Whereas, Alfred H. Schroeder, City
Architect, has requested the City Coun-
cil ti hold a public hearing to consider
WHEREAS, Alfred H. Schroeder, City Architect, has
requested the City Council to hold a public hearing to
consider any complaints aboutithe expense incurred by the
City of Saint Paul in removing a dangerous structure at
354 Chestnut Street, more particularly described as South-
east z of Middle 113 "of Lots 7• and 8, Block 53, Rice &
Irvine's Addition, St. Paul, Minnesota; and
WHEREAS., it appears that the last know record owners
of the property are Marvin M. Flater and Myrtle 0. Flater,
1324 Fourth Street, White Bear Lake, and Carl J. Flater,
23$ W. Kellogg Boulevard, St. Paul 2, Minnesota; therefore,
be it
RESOLVED, that the City Council of the City of Saint
Paul hold a public hearing in the Council Chamber at ten
o'clock a.,�m. on the 16th day of October, 1957, to consider any
complaints about the expense.. incurred by the City of Saint Paul
and to confirm the amount thereof; be it
FURTHER RESOLVED, that the City Architect notify by mail
the record owners of the property in questionlat the last known
addresses that he also notify the following: Attorney
General, State of Minnesota, 102 State Capitol; Commissioner
of Taxation, 209 State Office Building; Leonard C. Seamer,
Land Commissioner's Office,,-286 City Hall; -and Land Commissioner,
113 City-Hall; all in Saint Paul; Minnesota.

A statement of expense has been filed with•the City Clerk on
this date, for the purpose of creating a lien on the proper-
ty known as 354 Chestnut Street, described as Southeast 1/2
of Middle 1/3 of Lots 7 and 8, Block 53, Rice & Irvine's
Addition, St. Paul, Minnesota.
The property is owned.by Marvin M. and Myrtle 0. Flater,
1324 Fourth Street, White Bear Lake, and Carl J. Flater,
238 W. Kellogg Boulevard, St. Paul 2, Minnesota. Copies of
the proceedings were also mailed to
Atty. General, State of Minnesota, 102 State Capitol
Comsr. of Taxation, 209 State Office Building, St. Paul
Mr.'Len Seamer, Land Comsr's Office, 286 City Hall
Land Comsr., 113 City Hall, St. Paul 2
In this matter, the' following resolutions were adopted by the
City Council:
C. F.; 174152, adopted by the Council July 15, 1955, published
July 23, 1955, set a public hearing on August 9, 1955 at 10
A. M. in the Council Chambers.
C. F. 174571, adopted by the Council August 12, 1955, publish-
ed August 20, 1955, ordered the wrecking by and at the sepa-
rate ,expense of the owner, occupant, or other person in con-
trol thereof .
C. F. 174970, adopted September 13, 1955, published September
17, 11955, directed the Commissioner of Parks, Playgrounds And
Public Buildings to enter the premises and wreck and remove
the building thereon and do any and all things therein neces-
sary for the protection of life, limb, and adjoining property.

C. F., 180377, adopted by the Council November 15, 1956, and
published November 17, 1956 approved the specifications pre -
pared! by this office for the wrecking of this building and
authorized the Purchasing Agent to advertise for bids.
C. F.'180836, adopted by the Council December 20, 1956,
published December 22, 1956, approved the award of the con -
tract for wrecking to Guy Patsy & Sons, Inc., for the sum
of $87.00 in accordance with specifications and Formal Bid
No. 6088.
C. F.,184387, -adopted by the Council September 3, 1957 and
publ'i'shed September 7, 1957 provided that the wrecking
expense of $87.00 and expenses of the Department in connec-
tion with the condemnation in the amount of $45.50, making
a total of $132.50, be paid out of Wrecking Condemned Build-
ings 31 G 23, and, in the event said sum proves collectible
from the owners, same is to be credited to Item 31 G 23.
The building has now been satisfactorily wrecked and a Reg-
istered Bill, No. 4 1573, mailed to the owners July 29,
1957.
We request that you hold a public hearing with ten days'
notice to consider any complaints about the expenses-incur-
red and to confirm the amount. The Council resolution con-
firming the expense should end with a directive to the City
Clerk to file a statement of expense for the purpose of secur-
ing a lien on the property.
