OFFICE OF THE CITY CLERK COUNCIL RESOLUTION - GENERAL FORM PRESENTED BY I COMMISSIONE i DATE L ii File No. 184623 —By Seer , I tinson —.: ' areas, Under data . + k ;, 7 "Ist ` ' • U'L9'1 F: i - WHEREAS, under date of September 10, 1957, Federation of Public Service Employees No. 8, thru its officers and business agent, did dispatch to the Council of the City of Saint Paul a communication which was received by the City Council on said date, in which communication the said Local No. 8 did call the attention of the Council to Laws of the State of Minnesota for 1957, Chapter 789, which said law provided for the recognition of labor unions as representatives of the employee members thereof by govern- ing bodies for the distinct purposes as expressed in said Act, a copy of which communication and law is hereto attached and made a part hereof, and WHEREAS, in said communication said Local No. 8 did petition the Council of the City of Saint Paul that it recognize the said Local No. 8 as representative of the employee members thereof for all of the purposes specifically designated in said Laws of Minnesota for 1957, Chapter 789, now therefore be, it,_.- RESOLVED, that the Council of the City of Saint Paul hereby makes recognition by this resolution of the said Local No. 8, its officers.and business agent, as representative of the employee members thereof, for the adjustment of grievances and conditions of employments and all other purposes as specifically designated and set out in Laws of Minnesota for 1957, Chapter 789. S SAINT PAUL 2, MINNESOTA .(�2 September 10, 1957 To the Honorable Council of the City of Saint Paul Symbol of Better Public Service May we respectfully call your attention to Laws of Minnesota for 1957, Chapter 789, a copy of which is hereto attached. For a long period of time, your Honorable Council has voluntarily recognized Public Service Employees No. 8 as representative of the City employees who have been members of this organization. You have favored us with your request for our point of view in all matters affect- ing the employees who have been and are members of our labor organization, and for your trust and confidence in Local 8 and its members and your fine spirit of eoopera- tion, we desire to express our gratitude. ti In line with this amendment to existing legislation stain' which was passed at the last session, we desire now to inform you of the following; b 1) That The Federation of Public Service Employees No. 8 is a local union of city government employees affiliated with the Minnesota State Federation of Labor, and the national AFL -CIO organization, a unit of American Federation of\State, County and Municipal employees. 2) That The Federation of Public Service Employees No. 8 has a membership of approximately 700 employees work- ing in the governmental service of the City of Saint Paul. b 3) That the public employees, members of the local, ha v designated Local No. 8, and its officers and Business Representative as representatives under the said Act "for the purpose of meeting with the governmental agency (City of Saint Paul) with respect to grievances and conditions of employment" under and pursuant to the provisions of the Minnesota Law referred to herein. 1 e 1 Page 2 Therefore, we do respectfully request and petition that the Council of the City of Saint Paul do recognize by formal action The Federation of Public Service Employees No. 8, its officers and Business Representative as the duly qualified representatives to represent the members of said organization with the City of Saint Paul under Minnesota Laws 1957, Chapter 789 for the purposes therein specifically described. S.` F. -No. 1357 Chapter 789 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. Minnesota' Statutes 1953, Section- 179 . amended to read: -------------------------------------------------- 179.52. Nothing contained in sections 179.51 to 179.58 shall be construed to limit, impair or affect the right of any public employee or his or her representative to the expression or communication of a view, grievance, complaint or opinion on any matter related to the conditions or compensation of public employment or their betterment, so long as the same is not designed to and does not interfere with the full, faithful and proper performance of the duties of employment; nor shall it be construed to require any public employee to perform labor or service against his will ------------------------------------------ Public employees shall have the right to form and join:' labor organizations, and shall have the right not to form and join labor organizations. Public employees shall have the right to designate representatives for the purpose of meeting with the governmental agency with respect to grievances and conditions of employments. It shall be unlawful to discharge or otherwise discriminate against an employee for the exercise of such rights, and the governmental agency shall be required to meet with the representatives,of the employees at reasonable times in connection with such grievances and conditions of employment.
