SAINT PAUL 2, I1AINNiISOTA November l2, 1958 Mr. Joseph Okonesk ; City Clerk Building / Dear Sir: This is in the matter of the appeal of Lemuel Dettinger to permit a motel within one block of a trunk highway,-and-jto -install and operate a fourteen car off - street parking area in connection with the motel. The'property under consideration is .located on the south side. of West 7th Street between Montreal Avenue and Eiway Street. This property is,described as Lots 7 and 8, except part taken for widen- ing of West Seventh Street,;'and all of Lot 10 Block 21, West`End Addition. 93 feet from and parallel to West 7th Street is zoned Commercial, the remainder of the. property is zoned `TB" residence. This is an irregular tract of ground which -has a frontage of 113 feet along West 7th Street; 65 feet along Montreal,Avenue. The applicant proposes to construct a two -story motel with fourteen units and to provide off-street parking facilities for fourteen cars.: The location of the building and parking area are shown on the attached plan dated, September 30, 1958. Briefly, the building will have a side yard of thirteen feet six inches from the east property line, and a front set back of twenty -eight feet six inches from West 7th Street, which front building line will be approximately six feet in'f ront of the single,family homes to the east on West 7th Street. There will be two driveways, one f rom West 7th Street, and one from Montreal Avenue. All of the yard and area requirements of the building code and zoning code will be.complied with. The adjacent land uses are as follows: east and adjoining are ,single family resi- dences fronting on West 7th Street and vacant land fronting on Montreal Avenue; to the south across Montreal.Avenue are single family residences fronting on Mon- treal Avenue; north across West 7th Street is a public school and further west across.,Lexington Parkway is Highland Park; to the west on West Seventh Street is a drive -in Root Beer stand which is owned by the applicant. Field investigation discloses -no basic objection to the proposed development. The proposed layout and operation of the motel will not be detrimental to adjacent residential uses. .This,%motel will provide in this commercial zone a transitional use between the root beer,drive -in to the west and the single family homes to the east. This development will,not be affected by the Lexington Avenue freeway. The Traffic Engineer has'approved the proposed layout and operation of the parking facility. The plans have been approved by the building department. I, the undersigned, Lenuel Dettinger,.do hereby appeal to your Honorable "Mayor and City Council for approval to construct a Motel in accordance with preliminary plot plan on the following property,2which is now zoned commercial and owned by myself. Lots 7 - 8 and''part of 10 Block 21 West End, St. Paul, Minn. which is located on the S. W. corner of West Seventh St. and Montreal Ave. ^At the present time the Snow Cap Drive -in is loca- ted on Lot 9, and the remaining property which will be occupied by the Motel is vacant and not in use.
