OF SAINT PAUL, MINNESOTA
1 WHEREAS, the City of Saint Paul, Police Department would like to accept a donation of $640.50 from the
2 Midwest Economic Crime Foundation (MECF); and
4 WHEREAS, the Midwest Economic Crime Foundation is a nonprofit organization that provides funding to
5 law enforcement agencies to support the invesugation of financial crimes; and
7 WHEREAS, this donation will be used to cover expenses for classroom rental for the National White
8 Collar Crime Center's (NW3C) Financial Crimes Practical Skills Course, co-hosted by the City of Saint
9 Paul Police Department; and

11 WHEREAS, the public purpose of this donation is to support the police department's law enforcement
12 invesrigative capability, specifically fraud and forgery investigators and a representative from the Ramsey
13 County Attorney's Office by bringing nationally-recognized economic crime training to the Metro Area;
14 and

16 BE IT RESOLVED, that the Saint Paul City Council hereby accepts this generous donation and extends its
17 sincere thanks to the Midwest Economic Crime Foundation.

FUNDING SUPPORT IN PARTNERSHIP WITH BUSINESSES.
Application request is limited to law enforcement request for funding support relating directly to
financial crimes, fraud and forgery, identity theft, or organized economic crime groups. Programs on
theft and fraud prevention, providing training (including Explorer's), investigation cost, purchase of law
enforcement equipment (such as computer forensics) and officer over-time and so fourth may be applied
for.

The St. Paul Police Department Fraud & Forgery Unit is partnering with the Narional White Collar
Crime Center (NW3C) and the MN Dept. of Revenue to bring econornic crime training to the metro
area. The St. Paul Police Department has been approved by NW3C as a host agency for the Financial
Investigations Practical Skills course, and the Financial Crimes Against Seniors course. Each course
will seat up to thirty attendees. Due to very specific classroom needs and approvals, the training will be
held at the MPPOA training classroom which costs $75.00 per day. We are requesting $640.50 to cover
the cost of the classroom rental as it benefits agencies beyond our own, and is not included in either
agencies unit budget.
