consent of the Mayor and the Comptroller to issue Purchase Order to JOHN NOREN
for 2,760 lbs. Horsemeat at a cost of $414.00, without advertisement or
competitive bids as an emergency existed where failure to act promptly would
work hardship to the best interests of the City.
