SUBJECT Senior City Council Research Analyst

For some years now, since the passing of Air. Ililary Flynn, the
City Council has been without the services of a research director.
As "President of the City Council, I am sure you, as well as all members
of the Council, are aware of the complex and complicated problems which
face all of you at each Council meeting. For this reason, it is.
apparent that the creation of a research analyst to assist in problems
relating to fiscal matters; preparation of technical reports; and
other related functions would be of great assistance to the entire
Council.
It would there fore seem entirely feasible that a position of Senior
City Council Research Analyst could be set up along the following
general specifications:
I. Duties and responsibilities of such a position would be:
Under administrative direction of the Mayor and the City
Council to be responsible for the management of the Council
Investigation and Research Bureau; to conduct investigations;
to act as condultant on fiscal problems; to represent city
officials on boards and committees, or before Federal, State,
or Civic bodies; to function as Secretary of the Zoning Board;
and to perform related work as assigned.
II. Examples of work performed:
To assist city officials', in problems pertaining to fiscal matters.
To conduct investigations for the Mayor, and /or the City Council.
To serve the City officials as a research aide.
To represent the Mayor and /or the Council on the Board of Zoning
and other such boards and committees as may be designated by the
Mayor and /or the Council.
To represent City officials before State, Federal, and Civic
bodies.
To prepare technical reports on city problems.
To function as secretary to the Board of Zoning.
III.Minimum qualifications for such a position could be as follows:
College graduation with formal training in engineering, city
planning, Public Administration, and Statistics. Ten years'
experience in research and reporting relative to municipal
problems including'zoning administration.
Pay scale could conceivable be in the presently established Grade 61

equal scale to.other top -lebel technical jobs in the City. M
