"WHEREAS on July 18, 1958, the City Council of
the City of Saint Paul, by resolution, did approve the re-
designed final plans and specifications for the construction
of a new workhouse facility as presented to it by the City
and County Detention and Workhouse Facility Commission, and
did instruct said Commission to proceed with the.advertising
for bids and the awarding of contracts; and
WHEREAS on August 27, 1958, the bids were opened
at a public hearing after the Detention and Workhouse
Facility Commission did duly advertise therefor in the
Construction Bulletin and the Legal Ledger; and
WHEREAS on September 18, 1958, the Detention and
Workhouse Fac'ility-Commission-at a special meeting did award
the contracts to the following-bidders at the contract prices
so specified,
1. General Construction

WHEREAS in each instance the bidder being awarded
the contract was the low bidder except in the case of the
James Steele Construction Company for "General Construction",
who was the second low bidder. In this instance the low
bidder, the Orville Madsen Construction Company, of
Minneapolis, petitioned to withdraw his bid on the basis, of
an honest and inadvertent error of some $148,000 in his
bid; and
WHEREAS _ton- -Sep.tembeT," 22, 1958, these contracts
were presented to the Board of County Commissioners for
approval and said Board of County Commissioners approved
these contracts this date;
NOW, THEREFORE, BE IT RESOLVED that the contracts
listed hereinabove are hereby approved by the Council of
the City of Saint Paul in accordance with Section 11,
Chapter 353, Laws of Minnesota for 1955•
