RESOLVED, that Matt Luby be permitted to install }
and operate a customer parking lot on Lots 5, 6, and 7,
Rearrangement' of Block 12, Clarkets Addition to City of
St. Paul, located on the south side of West Seventh
Street between Watson and Tuscarora, in accordance with
applicantts plans approved April 17, 1958, and subject to,
compliance with the provisions of all ordinances governing
the operation -of parking lots, and to the further condition
that sidewalks abutting said premises be kept clean and free
of ice and snow at all times.

This is in the matter of the application of Matt Luby for a permit to install
and operate a customer parking lot on property located on the south side of
West Seventh Street,''some 188.6' east of Tuscarora. This property is described
as Lots 5, 6, and 7, :-Re- arrangement of Block 12, Clarke's Addition, The zoning
of the parking area is commercial.
The property under consideration has a frontage of 120' on West 7th Street, ex-
tending southerly to'a depth of 105' and is vacant but fora tavern located
approximat'e'ly in the center of the frontage on West 7th Street. The applicants
propose to utilize this site for a '17 car off-street parking space in connection
with a tavern.
The adjacent land use is as follows: a combination residence and.store building
is to the :east; single family residences are to the south; single family residence
to the east; and a mixture of residential-and commercial uses across West 7th -!"
Street to the north,
The proposed lay -out and operation has been approved by the Traffic Engineer.
The plans',call for providing a landscaped 8' buffer between the parking area
and adjacent residential uses and further, in all other respects meet existing
standards for this type of facility. Field investigation discloses no basic
objection from the 'standpoint of adjacent land use and traffic. In consideration
of these factors, the Board of Zoning recommends that this permit to establish
a customer parking lot at this location be'granted all in accordance with appli-
cant's plans approved April 17, 1958.
