with the consent of the Mayor and the Comptroller to issue Purchase
Order to,ROPPERS CCWANY, INC,. ?for 1020 gals, RT -12 Tar in Cityrs drums
and 1972 gallons in Vendor's drums for the Snelling Reservoir at a
cost of $860.94, without advertisement or competitive bids as an
emergency existed where failure to act promptly would work hardship
to ghe best interests of the City.,
