RESOLVED, that upon appeal of The Board of Christian
Servi c e, from .the decision of the Commissioner of Parks
Playgrounds and Public Buildings, said Board of Christian
Service be permitted to construct, maintain and operate an
establishment to be designated as Bethesda Lutheran Infirmary
for the care of old, infirm, sick or diseased persons, on
Lots 1, 2 and 3, Block 12, Brewsterts Addition, according to the
plat thereof on file and of record in the office of the Register
of Deeds in and for Ramsey County, Minnesota, situated adjacent
to the northeast corner of Capitol Boulevard and Charles Avenue,
in accordance with appellantts letter of April 21, 1958 and
plans thereto attached, subject to compliance with the require-
ments pf the State and Ci* Health Departments and of the State
Fire Marshal and the City Fire Prevention Bureau, and subject to
payment of any license fees required by law.

Dear Sir:
This is in the matter of an appeal of the Board of Christian Services for permission
to establish an infirmary; home for the aged, and the care of infirm or sick persons
on Lots 1, 2, an , oc , rewster's Addition. This property is adjacent to the
northeast corner of Capitol Boulevard and Charles Avenue. The zoning is "C" Residence.
This appeal is made pursuant to Chapter 60.15 of the Legislative code relative to
the City of St. Paul, which requires that Homes for the Aged, Rest Homes, Convalescent'
Homes and establishments or places of any kind or.character where old, infirm, sick or
diseased persons are cared for whicb,are not on the same premises as the hospital must
be established pursuant to a public bearing.

The property under consideration has a frontage of 150' on Capitol!. Boulevard and
150' on Charles Avenue. In making this report, the Board of.Zoning is limiting its'
recommendation to the question of whether an infirmar should a established on this
area. The specific question of the rezoning pe 3. ion. of the Board of Christian <Ser-
vices to establish a new Height District to permit the erection of an infirmary which
they would like to build has been treated as a separate report'to the Council.
The proposed development consists of a 100' x 100' building with a maximum height of
six stories, or 72'; the total capacity will be 142 beds.,
The Board has reviewed the adjacent uses of property, which, with the exception of
Bethesda Hospital, are predominately residential, and has also reviewed the future
plans of the •Board of Christian Services for their long range development of
their facility. In consideration of the vital service which this hospital is now
rendering to the community and the fact that this nursing home is essential to the
proper development of the hospital and consequently will have a bearing on the
adequacy of this service which is being rendered to'the community, the Board of
Zoning is of the opinion that the granting of this appeal to establish an infirmary
would be in the public interest. Furthermore, the hospital is providing adequate
off- street parking for their entire development, therefore, the Board of Zoning
recommends that this appeal be'granted all in accordance with applicant's letter
dated April 21, 1958 and plans attached thereto.

Referring to the pending petitions for permission to construct and operate the
Bethesda Lutheran Infirmary on the following described real estate in the City of St.
Paul, Ramsey County, Minnesota, viz:
Lots One (1) Two (2) and Three (3) of Block Twelve (12) of
Brewster's Addition to St. Paul, according to the plat thereof a
on file and of record in the office of the Register of Deeds
Of Ramsey County, Minnesota,
permit us to say and to inform you:
1. We have recently acquired title to the following described real estate situated
in the City of St. Paul, Ramsey County, Minnesota, viz:
Lots Ten (10), Ba,even-(11) and Twelve (12) in Block Fourteen
(14) of Brewster's Addition to St. Paul,
for the purpose of improving the same and using the same as an off street parking lot.
This property is located at the Northeast corner of Como Avenue and Capitol Boulevard,
across the street, north from Bethesda Lutheran Hospital, which is also owned and
operated by us. The dwelling houses formerly located on these last described premises
have been removed therefrom and Messrs. Ellerbe and Co. architects of St. Paul, Minnesota,
have been engaged to and are now in the process of preparing plans for the conversion
of said premises into a parking lot. Mr. J. G. Maas of said firm is in charge of this
work. As soon as plans have been completed and approved by us, we intend to make appli-
cation for permission to use this property as a parking lot and when such permission has
been granted, we intend to proceed forthwith to improve and complete the same for a
parking lot in accordance with said plans. The project of completing said parking lot
will proceed as soon as possible and we are sure that it will be completed before the
new Infirmary is completed and ready for use.
2. It is estimated by the architects that this new parking lot will provide parking
space for 90 automobiles. 'We are also in the process of planning improvements of the
parking spaces on the hospital grounds, so that more parking space will be available and,
particularly for use by the doctors who are members of the Bethesda Lutheran Hospital staff.
This letter is being submitted pursuant to the recommendation of Mr. John V. Connelly

The undersigned, owner of the real estate hereinafter described,
respectfully petitions your Honorable Body to permit the construction, main-
tenance, and operation of an establishment to be designated as Bethesda
Lutheran Infirmary, where old, infirm, sick or diseased persons will be

and necessity and will not be detrimental in any particular or degree to
the health, safety, order, convenience, prosperity, :or.' general welfare
of such district.
That this petition. is filed pursuant to the provisions of
Section 8 of Article I and Section 20 of Article V of Ordinance No. 5840,
as amended; Zoning Code, City of Saint Paul Legislative Code, Chapters
60 and 64.
