Public Buildings, and upon the favor-
RESOLVED, that upon appeal of .A. S. Fine from the
decision of the Commissioner of Parks, Playgrounds and Public
Buildings, and upon the favorable recommendation of the Board
of Zoning, the Commercial use authorized on a portion of Lot 13,
Block 4, Otto Huntts Addition, situated on the east side of
Snelling Avenue between Niles and Hartford Avenues, is hereby
extended to the entire lot, and the commercial use authorized on
a portion of Lot 15, Block 4, Otto Huntts Addition, situated on
the east side.of Snelling Avenue between Niles and Hartford
Avenues, is hereby extended to the entire lot, and permission
is hereby given to the owner of each such lot to devote the same
in its entirety.to Commercial use, with the same intent, purpose
and effect as.if each said lot had been entirely classified
under Building Zone Ordinance No. 5840, as amended (Chapters
60 to 64 inclusive, Legislative Code of the City of Saint Paul)

The City "Council requested that you prepare resolutions granting the
following appeals:
1. Appeal of A. S. Fine for extension of Commercial use to cover the
rear 22 ft. of Lot 13, Block 4, Otto Hunt's Addition, situated on the
east side of Snelling Ave. between Niles and Hartford Ave.
2. Appeal of A. S. Fine for extension of Commercial use to cover the
rear 22 ft. of Lot 15, Block 4, Otto Hunt's Addition, situated on the
east side of Snelling Ave. between Niles and Hartford Ave.
Said appeals are granted in accordance with appellant's plans of
March 13, 1958.

Dear Sir:
This is' in the matter. of the application of A. S. Fine for an appeal
to extend a permitted apartment use,to cover all of Lot 15, Block 4,
Otto Hunt's Addition. 'This property is located on 'the east:- side of
.Snelling Avenue between Niles Avenue and Hartford Avenue:
The applicant's property has a frontage of 42' on Snelling Avenue and
extends' easterly to.a depth of 122.5'. The front, or westerly 100' is
zoned Commercial and the rear 22.5' is zoned "A" Residence.
This appeal, if granted, would permit the applicant to construct a
2J story, six unit apartment building and to provide a six car off-
street parking area on this property.
The adjacent land uses are as follows: the People's-Highland Congre-
gational Church is to the north; a five unit apartment building is to the
south;,Psingle family homes are across an alloy to the east; vacant land
is across Snelling Avenue to the west.
All yard and density requirements requirements of present laws would be
complied with. The Traffic Engineer has approved the proposed "Layout
and operation of the parking area.
Field investigation discloses no basic objection from the standpoint
of adjacent land use or traffic.
In terms of the many alternative land uses permitted in a commercial
zone, the Board of Zoning finds that the proposed development would
be the more acceptable in this area. Furthermore, inasmuch as the area
affected by this appeal would be used for off-street parking and that the
proposed development would not materially affect the adjacent property,
the Board feels that the intent and purpose of the Zoning Ordinance would
be substantially achieved in this instance. Therefore, the Board of
Zoning recommends that this appeal to authorize the extension,;of a per -
mitted apartment use to cover all of applicant's property be granted sub-
ject to all statements and conditions conveyed in the applicant's appeal
of March 13, 1958 and plan attached thereto. E`

and one "half story, six unit apartment building and to,provide a six car

The.adjacent land uses are as follows: a five unit apartment building is to
the north; two ten unit apartment buildings are to the south; single family
homes are across the alley to the east; vacant land is across Snelling Avenue
to the west.
All yard and density requirements of present laws would be complied with if'
this appeal is granted. In addition the'Traffic Engineer has approved the
proposed layout and operation of the.parking area. The Field Investigation

The undersigned is the owner of Lots 13 and 15, Block 4,
Otto Hunt's Addition to the City of St. Paul, County of
Ramsey,.State of Minnesota.
I propose to construct on each of said lots a building
substantially in accordance with the preliminary drawing
herewith enclosed.
It has been brought to my attention by the planning de-
partment that the rear 22 feet of each lot is zoned
Residential. It is necessary for the construction of
these buildings that such be rezoned to a Commercial
classification, and I respectfully request that this be
accomplihhed.
There is also transmitted my check in the amount of $40.00
for the costs involved.
