E. thereof, that the Minnesota WHEREAS, the City Council has been advised by the Minnesota National Guard, through Major General J. E. Nelson thereof, that the Minnesota National Guard is prepared to begin the construction of an Armory in the City of Saint V Paul estimated to cost about $200,000 and would be in a position immediately to begin negotiations for the letting of specifications for such work predicated on a • the City's furnishing la site of approximately 300 ft. by 300 ft. or 200 ft. x 400 ft. on,which to construct the said Armory,- said procedure and authority for the City to acquire a site for such purpose and convey the same to the "Minnesota State Armory Building Commission," being provided for by Minnesota Statutes 193.142; and WHEREAS, it appears further from the information given this Council that the payment of the cost of the construction of said building would be based on a 75% allocation of the.'cost to,be paid by Federal Government and 25% of the cost to be assumed under and pursuant to Minnesota Statutes Chapter 193, by the State Armory Building Commission, under which statutes, 'to achieve the result to be obtained, the City would have to assume one -half of the payment of the cost of principal and interest on the bonds to be issued (i. e., 25% of the total) by the State Armory Building Commission, to be authorized by a.proper resolution of tax levy, pursuant to Minnesota Statutes 193.145, subdivision 2; and COUNCILMEN Adopted by the Council Yeas Nays Nays DeCourcy Holland Mortinson In Favor Peterson Against �lix��l '" • Mr. President, Dillon 5f.7 G•3G ? - Approved 195— Mayor WHEREAS, the Council, in the light of the information furnished 8 737 it and the findings made by it, hereby declares that a sudden and unexpected emergency has arisen in that to obtain the advantages of the Federal grant and State aid to be applied for the construction of said Armory in the State of Minneb;ota,'�fii'ough its Armory Building .Commission, it is necessary for the City of Saint Paul, pursuant to Minnesota Statutes 193.144, to secure the land!necessary•upon which said Armory shall be built and convey the same to the Minnesota'State Armory Commission, and it further appearing that there is an insufficiency of 'funds adeduately and properly.to protect the public - �• interest in this particular regard in that no appropriation was provided for this unforeseen and unexpected emergency, and whereas the Council makes a finding that the building of such new Amory, pursuant to the Laws of the State of Minnesota on the basis hereinabove described, through Federal, State, and City cooperation, would be of inestimable benefit to the City of Saint Paul, now, therefore, be it RESOLVED, by the Council of the City of Saint Paul, that under Charter Section 206 the said Council does hereby authorize the Mayor and the Comptroller to borrow temporarily a sum of money not to exceed gp Cam, at an interest rate not to exceed 4 %, to meet such emergency and to execute and deliver to the parties making the loan such evidence of indebtedness as is necessary under the circumstances; and be it -2- �L WHEREAS, the Council, in the light of the information furnished 8 737 it and the findings made by it, hereby declares that a sudden and unexpected emergency has arisen in that to obtain the advantages of the Federal grant and State aid to be applied for the construction of said Armory in the State of Minneb;ota,'�fii'ough its Armory Building .Commission, it is necessary for the City of Saint Paul, pursuant to Minnesota Statutes 193.144, to secure the land!necessary•upon which said Armory shall be built and convey the same to the Minnesota'State Armory Commission, and it further appearing that there is an insufficiency of 'funds adeduately and properly.to protect the public - �• interest in this particular regard in that no appropriation was provided for this unforeseen and unexpected emergency, and whereas the Council makes a finding that the building of such new Amory, pursuant to the Laws of the State of Minnesota on the basis hereinabove described, through Federal, State, and City cooperation, would be of inestimable benefit to the City of Saint Paul, now, therefore, be it RESOLVED, by the Council of the City of Saint Paul, that under Charter Section 206 the said Council does hereby authorize the Mayor and the Comptroller to borrow temporarily a sum of money not to exceed gp Cam, at an interest rate not to exceed 4 %, to meet such emergency and to execute and deliver to the parties making the loan such evidence of indebtedness as is necessary under the circumstances; and be it -2- Original to City Clerk ~Y r� ' CITY OF ST.
