.WHEREAS, there are approximately 120 telephone bills
and approximately 76 bills for heat, light and power submitted
monthly for processing to the Purchasing Agent, which require
the issuing of purchase orders in the amount of approximately
200, for which no purchasing function is performed, and for
which clerical expense for writing, checking and processing
is incurred, and
WHEREAS, all rates for telephone services are estab-
lished by the State Railroad and Warehouse Commission, and the
power rates,including natural gas rates, are established by the
'City Council, leaving no possible determination for the Pur-
chasing Department, and
WHEREAS, this processing of such telephone, heat, light
and power bills is a needless operation, consuming considerable
time and expense in the Purchasing Department, and entailing no
possible purchasing function, such time can be used by the
Purchasing Department more profitably for the City on purchases
requiring such purchasing function, therefore be it
RESOLVED, that the Purchasing Agent and the City
Comptroller concurring herein as evidenced by their respective
endorsements hereon, the payment of all such telephone bills,
and heat, light and power bills shall henceforth be made for and
in respect of the several City Departments concerned, upon and
under Miscellaneous Claims procedures, in each instance, upon and
under a Miscellaneous Claim and properly approved bill submitted
by the Department head directly to the City Comptroller for
audit and payment, as in the case of Miscellaneous Claims
generally, and according to established practice.
