09-435Council File # �� Green Sheet # 3069539 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 A RESOLUTION ENSURING THAT THE PROPER FIBER LOOP IS OUTFITTED WHEREAS, in June 2006, the Citv Councfl adopted a resoludon that established the Bxoadband i�dvisory Committee (B�C); and WIIEREAS, in Septembex 2007, the City Council adopted a xesolurion to accept the BAC's "Report on the Future of Bxoadband in Saint Paul;" and WI-IEREAS, the first cecommendanon of the "Repart on the Future of Bxoadband in Saint Paul" called foz building a core network to seroe the City of Saint Paul, Ramsey County, State of Minnesota, and Saint Paul Public Schools wlvch would "pxovide the foundarion Fox future pohcy decisions on netwoxk expansion and applications as wa�anted thxough a well-planned and thoughtful appTOach to growth;" and WIIEREAS, that same xesoluuon authoxized City staff to "take a leadexship role in the development of a communiry fiber netwoxk consortium" which included xepresentatives from Ramsey County, the Saint Paul Pubhc Schools, and the State of Minnesota; and WHEREAS, the coTe network will foxm the backbone of City technology for many decades, such a netwosk must be able to accommodate future gxowth which may not be entixely predictable today, and WHEREAS, the present United States' Congress has passed stimulus legislahon providing funding to enco�age advanced telecommunications inkastructure; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAINT PAUL THAT: Sectton 1. As the City's Office of Technology plan the core netwoxk, they should prioriaze the followuzg characteristics fox said netwoxk: a. Redundancy whexever possible to pxovide the highest xehability, ensurtng that a single flbex cut or smgle system component failure will not orphan muluple locations. That the core network provides xeliability, avaIlability, integrity and survivability in and to any coxe element — electronic, opucal ox physical — such that failures do not xesult in outages to the coxe network itself. b. Network expansion potenrial to connect an unknown numbex of connections to any cuxrent building or location within the city to ensure any future building will have access to the core netwozk. c. With emphasis on sound planning, that a coverage map of the City be rendexed on the City's GIS reflecting such an ability to connect any public or private structure in concext with the BAC repoxt's xecommendarions. d. Forwaxd-looking design to ensuxe futuxe networking needs in Saint Paul may be built upon the e�sting core netwosk. That such a design meets or aligns with the criteria being developed by the FCC in theu chazge to develop a National Broadband Policy undex The American Recovery and Reinvestment Act of 2009. �-�3� 48 Secrion 2. The City's Office of Technology should endeavor to secure stimulus funds or other fmancial 49 assistance from the Federal Government or other enuties to ensure that the mre netwoTk be built within a 5� reasonable nme$ame.
