March 12, 1958 Mr. Jos4b Okoneski City Clerk Building Dear Sir: This is in the matter of the appeal of the Northern States Power Company for a permit to construct an electric substation on the south side of Rondo Avenue between Fisk and Victoria on lots 4 and 5. Block 5; Edwin Dean's Second. Addition: The zoning is "Commercial" In 1952 the City Council granted the applicant a permit to construct an electric substation on a site across Rondo to the North, and two 'lots to the West. This substation was built. That particular site was chosen, and the permit granted on the basis that the proposed development would not interfere with the proposed highway. Since then, the 'rigbt -of -way for the Rondo Freeway has been moved northerly, and the property where the existing substation is located has been condemned for highway purposes. The Board wishes to point out that essentially the same factors that in -. f luenced the granting of the first permit in 1952 are still in effect.. The effective tributary area of a substation of this type is approximately 1 mile in radius. The location of a substation on the area selected pro- vides the most efficient coverage of a district,which prior to 1952, was substantially inconvenienced by very low voltAge electric service: The site under consideration has a frontage of 80' on Rondo, and extends southerly 132.75'. A home is presently on the site which will be moved. There are two single family homes and two stores to the East, and three residences to the West. A mixture of residential uses are to the South, and across Rondo to the North are commercial and residential uses. The plans submitted by applicant dated February 19, 1958, indicate that the proposed structure will be located on approximately the center of the lot, and will be 42' wide and extend southerly 17'8 ". The building will be set back in line with the existing homes in the block, which is 21'. The area at the rear of the building containing the transformers will be fenced. In addition the remaining yard area will be suitably landscaped. In consideration of the fact that this type of facility is not permitted in residential zones', and that the his of this property will be such as to comport with adjacent residential land uses, and because the overriding public necessity of this facility in the location under con- s sideration, the Zoning Board recommends that this appeal for permission to construct an electric substation be granted in accordance with letter dated January 31, 1958 and plans received February 19, 1958. PAUL 2 MINNESOTA January 31., 1958 City Council of the City of St. Paul Court House St. Paul, Minnesota S Gentlemen: Agreeable to the provisions of Paragraph 6+.03 of the legislative code, the undersigned hereby appeals to your honorable body to grant the application for building permit (filed by the Northern States Power Ccmpany) for an electric substation which it proposes to erect upon Lots Four (4) and Five (5), Block Five (5), Edwin Dean's Second Addition, St. Paul, Minnesota. The plan will be similar to that submitted for the electric substation on Rondo Street, east of Victoria Street, which is across Rondo Street from the above described property. The existing electric substation and property has been con- demned by the State of Minnesota to obtain right-of-way for 3 freeway purposes. a In support of application for such ;permit we state that the proposed electric substation is necessary to the public and ccomunity convenience.
