An ordinance amending Chapter 60 of the Saint Paul
Legislative Code, pertaining to the Zoning Code,
Use Districts, and Rezoning of certain properties
in the City of Saint Paul. This is an emergency
ordinance rendered necessary for the preservation _
of the public peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Chapter 60 of-the Saint Paul Legislative
Code, pertaining to the Zoning Code, Use Districts, and Rezoning
of certain properties in the City of Saint Paul, as amended, be
and the same is hereby further amended so as to rezone the
following described property from "a" Residence District to
"A" Resdence'D'istrict:
-Lots '1 to 14, inclusive, Block 9, and
Lots 15 to 28, inclusive, Block�8,
Summit Park Addition, according to the
plat thereof on file and of record in
the office of the Register of Deeds in
and for Ramsey County, Minnesota,
located on the north -and south sides of Lincoln Avenue-'between 4
.Avon and Grotto Streets. _R_•.
Section 2. This ordinance is hereby declared to be an
emergency ordinance rendered necessary for the preservation of
the public peace, health and safety.

Dear Sir:
This is in the matter of the application of Richard Parranto, et al, to rezone
from "B" Residence to "A "`Residence the property fronting on both the North and
South sides of Lincoln between Avon and Grotto. - This property is described as
Lots 1 - 14, Block 9; and lots'15 -`28, Block 8; Summit Park Addition.
The owners of 24 out of 34,;or 7,0% of the several descriptions located within '100'
of the area sought•to be re- classified, have consented to this petition, and
approximately 90% of the frontage involved within the area sought to be re- classified
.have signed this petition. The property under.-consideration is completely developed
with single family homes predominating. The attached map illustrates the present
use of the property in the area in relationship to those owners whose names appear
on the petition.
In reviewing 'this proposal, the Zoning Board takes note of the fact that this re-
zoning is a northerly- extension of the "A" Residence Zoning pattern. It appears
to be the intent of the owners of property in this area to prevent future conver-
sions to uses other than single family occupancy, and related land uses permitted
in "B" Residence, which could substantially increase the population density of this
area. This is the same attitude that motivated property owners on both sides of
Fairmount between Victoria and Grotto, which is two blocks to the South, to request
the Council to rezone their property from "B" Residence to "A1' Residence which the
Council recently granted.
In view of the expressed desire of the majority of the owners of property in this
area to retain the existing high standards of this neighborhood, the Zoning Board
feels that the effect of this proposed re- classification would be in the direction
of securing this. objective.
In view of the existing predominantly single family character of this neighborhood,
the Zoning Board finds that the proposed "A`I Residence classification would, in
fact, reflect'the highest and best use of the property within the district, with-
out injury or damage to any existing property owner. In consideration of these
factors, the Zoning Board recommends that this petition to re- classify from "B"
Residence to "A" Residence botb Sides of Lincoln Avenue between Avon and Grotto
be granted.
