�NT PAUL, MINNESOTA �
1 WHEREAS, the Congress for the New Urbanism ("CNtJ"), is a 3000-member, multi-disciplinary
2 professional organization dedicated to the creation of pedestrian-friendly, transit-oriented, mixed-
3 use, diverse and sustainable cities and neighborhoods; and

WHEREA5, Lucy Thompson is a Principal City Planner with the City of 5aint PauPs
Department of Planning and Economic Development and is a member of the CNU; and
WHEREAS, the 2009 annuai conference of the CNU will be held in Denver, Colorado, from
June 10-14, 2009; and
WHEREAS, the Saint Paul Riverfront Corporation has offered to pay the registration fee of $755.00
to enable Ms. Thompson to attend and participate in the CNU annual conference; and
WHEREAS, the CNU annual conference provides an opportunity for planners to learn the
lafest planning, design and regulatory strategies for urban development consistent with CNU
principles, which are also guiding principles in the Ciry of Saint Paul's Comprehensive Plan.
NOW THEREFORE BE IT RESOLVED, that the City hereby accepts the gift of $755.00
made by the Saint Pau1 Riverfront Corporation to enable Ms. Thompson to attend the 2009
CNiJ annual conference; and
BE IT �'URTHER RESOLVED, that the City finds that the above-described gift provided by
the Saint Paul Riverfront Corporation is supported by the public purpose of advancing the
knowledge of tl�e City's Planning staff regarding tbe latest planning, design and regulatory
strategies fox urban development consistent with CNU principles, which are also guiding
principles in the City's Comprehensive Plan.

Due to the existing ban on out-of- state travel, as well as an unsuccessful reque&f for a waiver Co spend more than $1000 on training,
Ms. Thompson asked the Saint Paul Riverfront Corporation to help with costs associated with the CNU conference. Ms. Thompson is
a member of the Saint Paui on the Mississippi Design Centeq a pubiio-private gartnership with the Saint Paui Riverfront Corporafion.
Advantages ff Approved:
Ms. Thompson wilI be able to attend the conference and stap abreast of the latest glannin�, design and regulatory snategjes for
walkable, sustainable cities and neighborhoods. This is important expertise for her woric on Central Corridor, riverfront deve]opmem,
urban villages and urban design.
