09-392Council File # U�' ?j 9oZ Green Sheet # ,30� qp�o i 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 .� Presented RESOLUTION PAUL, MINNESOTA � WFIEREAS, Chapter 168.10(a)(3) of the Saint Paul Legislarive Code allows residenu within pemut parking azeas to purchase $1.00 special event permiu; and WHEREAS, residents in pernnt pazking azeas have complained about the difficulries of entertaining and having guests, due to the constrictions of obtaining special event permits in advance, for each specific event, no matter the size; and WHEREAS, in response to this complaint, Saint Paul Public Works, Traffic Division, conducted a one yeaz pilot project in Permit Parking Area 7 which allowed residents to obtain $1 AO "scratch-ofY' special event permits to have on hand and use as needed by scratching off the appropriate date and hanging it on the rearview mirror of their guesY s vehicle; and WHEREAS, City staff and police parking enforcement saw no ill effects from issuing the scmtch-off special event permits in Area 7; and WHEREAS, at the end of one yeaz a survey was mailed out to Area 7 permit parking residents on February 27, 2009 to obtain their feedback on the use of the scratch-off special event permits in their neighborhood; and WHEREAS, Area 7 residents had no complaints about the use of the scratch-off special event permits in their neighborhood and were supportive of having these permits available to them; now therefore, BE IT RESOLVED, that Saint Paul Public Works Traffic Division will make these $1.00 scntch-off special event pernilts available to all pernut parking areas city-wide with the start of the new permit year, September 1, 2009. Proposed Resolurion In response to that, the Traffic Engineer told residents we would look into issuing scratch-off hang tag permits for one-day special events. In February 2008 we initiated a one year pilot project for Residential Pertnit Parking Area 7 only, where we issued scratch-off hang tag permits for one-day special events rather than our traditional colored paper permit that lays on the dashboard. See Exhibit "A" which shows our traditional permit which we print on colored paper and have the residenYs guests display on their dashboard. Exhibit "B" shows our new scratch-off hang tag permits that are hung on the rear-view mirror. Feedback After the conciusion of one year we obtained feedback from Saint Paul Police Parking Enforcement, the Traffic Violations Bureau, and the staf£ who issue the permits. All feedback was positive. Enforcement staff preferred the hang-tags because they're more prominently displayed (easier to see) and harder to forge. Traffic staff felt there was no significant difference in the process or amount of time needed to issue the permits. Staff has received positive feedback from residents who have come in to purchase these permits. On February 27, 2009 a survey was mailed to Area 7 residents to obtain their feedback on the use of these permits. The survey was mailed to 220 residents, and 40 responses were received. Survev Results 64% of respondents knew nothing about the pilot project or the hang-tag permits. 36% knew about the hang-tags, but only 23% had actually purchased or used them. • No parking problems were noted by residents due to the use of these permits. t�j-��� 65.5% of the respondents thought the scratch-off hang-tags were a good idea and wanted the City to continue to offer them. 23.7°lo didn't know, and 13.8% were opposed to them because they are opposed to permit parking in general. • All of the concems expressed by residents were objections to permit parking in general rather than objections to the use of the hang-tag permits. Residents can purchase them ahead of time and have them on hand for whenever they need more than their two visitor permits. • They are more difficult Yo farge or duplicate than our permits printed on color paper. We don't know how many of these permits will be used by residents on any given day. We've required that they call us when using 10 or more permits on a given day, but they don't call. We currenfly allow residents to purchase a$1.00 special event permit, good for up to one month, for their contractor to park in front of their home during remodeling. We've been selling thls type of permit on a trlal basls, in this area on1y, to see how we11 it works for both the residents and City administration. What is it? • Tt's a temporary one day special event permit for $1.00 which takes the place of the paper special event permits that used to lay on the dashboard. • This permit is purchased in advance from Public Warks Traffic Division at either 800 City Hall Annex or 899 N. Dale Street. • On the day of your event you scratch off the month, day and year and hang the pemiit on the rear view minor of the car. • Permits can be used one time only, for one day only. What is it used for? If you have a few of these on hand, you don't need to worry when you have an impromptu weekend gathering at your home with several vehicles parked on the street. Pull out the number of permits needed, scratch-off the date and have your guests hang it in their vehicle. They may be used for planned or unpianned events. Why are we trying out a new style of permit? 1) Residents requested a more convenient way of handling special event permits. Scratch-off hang-tag permits ailow the residents more flexibility: Residents may purchase any number of permits to have on hand for special events. You no longer need to know the exact number of permits needed far an event. Permits don't expire until the last possible scratch off date, which could be over a year, depending on when iYs purchased. 2) Scratch-off permits are hung on the rearview minor where they are more visible for enforcement officers.
