RESOLVED, that Ryan Construction Co. be permitted to install
and operate a customer parking lot on Lots 1 through 16 inclusive,
Block 2, Dawsonts Subdivision of the East One -half of Block 8,
Stinson, Brown & Ramseyts.Addition to St. Paul, Ramsey County,
Minnesota, except the northeast corner thereof, said excepted
northeast corner thereof being more particularly described as
that portion of the same bounded by the following described lines: -
commencing at a point, being the intersection of the southerly
line of Pleasant Avenue and the westerly line of View Street,
thence along said westerly -line of View Street in a southerly
direction a distance of 120 feet to a point thereon, thence at
right angles to said westerly line of View Street westerly a dis-
tance of 80 feet to a point, thence northerly on a line parallel
to said westerly line of View Street to a point on the south line
of said Pleasant Avenue, thence northeasterly along.said south
line of Pleasant Avenue to point of beginning, said installation
to be in accordance with plans approved December 5, 1957 and sub-
ject to compliance with the provisions of all ordinances governing
.the operation of parking lots, and to the further conditions that
driveways shall be permitted on Pleasant Avenue on a temporary
basis only and shall be removed upon construction of the proposed
freeway on,Pleasant Avenue, and that vehicles loading anal unloading
on.any driveway shall be restricted to parallel parking and that
no perpendicular loading and unloading shall be permitted.
RESOLVED FURTHER, that Ryan Construction Co. be permitted to
install an oversize driveway 133 feet in width, on the west side
of View Street, in accordance with the,plan submitted, and under
-_ the direction and to the satisfaction of the Commissioner of Public

The City Counci equested that you draw a resol ion granting the attached
application o yan Construction Co. for a perm' to install and operate,
a parking 1 on Lots 1 through 16 inclusive, ock 2, Dawson's Sub - Division
of the E 2 Stinson, Brown & Ramsey'_s Addition - except the Northeast corner
thereof, situated on View St., and also a permit for an oversized driveway
of 133 feet width, on the west side of View St. The parking lot permit
should provide for compliance with plans approved December 5th, 1957,
and a condition that driveways shall be permitted on Pleasant Ave. on a
temporary basis, and with -the understanding that they must be removed
upon constr•.uction:of the proposed freeway on that street, and the further
condition that loading and unloading of vehicles on any driveway be subject
to the condition that the vehicles are restricted to parallel parking„ and
that no perpendicular loading and unloading will be permitted.

This is in the matt'erlof the application of the Ryan Constructbn Company for
'permits to construct a parking lot for 1'48 cars accessory to'a new National
Food Store, acid an.oversize driveway of-133 feet on the West side of View
Street,'adjacent to the store, for the parking of vehicles while loading and
unloading merchandise..' The property is bounded by Pleasant, Fulton, View and
Jefferson and is' described as Lots 1 through 16 inclusive, Block 2, Dawson's
Sub - Division of the E i Stinson, Brown & Ramsey's Addition,,except the North-
east corner thereof., said corner being 120 feet on View Street extending west r-
ly to a depth of 80 feet,*�" The property is zoned Commercial and has street
frontage as follows't s7me 00 feet on View and approxima ely 305 feet on Plea-
sant, 253'feet on Jefferson and 260 feet on-Fulton.
The -land uses of the immediate area are: to the East across View Street, single
family homes; to-the Nvrtb across Pleasant Avenue, a Public Works Storage yard;
South across Jefferson, single family homes; and West across Fulton, a Dry
Cleaning establishment.
According to the applicant's plans, the parking lot is to be served by the
following driveways; two from Pleasant, twolfrom View, two from Jefferson,
and one from Fulton.
he Traffic Engineer has reviewed the proposed layzout' and plans, and recommends
the driveways to Pleasant Avenue be eliminated because of the character of
Pleasant Avenue traffic, the large parking lot capacity and the relatively
short spacing between View and Fulton Streets which would result in traffic
exiting from the lot approximately every 100 feet along Pleasant Avenue. 'If
be request for two driveways is granted, it is bis.opinion that adequate access
to the lot is provided by the prpposed five driveways from View, Fulton and
Jefferson, inasmuch as View and Fulton may be used as access from Pleasant
and are only about 300 feet apart. He also recommends that the loading and
unloading of vehicles on the oversized driveway be granted provided the ve -
hicles are restricted to parallel parking.
CIn reviewing the applicant's plans, the Zoning Board concurs with the recommenda-
tions of the Traffic Engineer. In consideration of the factors as outlined
above, the Board recommends that the permit for the parking lot be granted'in
accordance with- the,plans approved December 5, 1957 subject to the Traffic Engi-
neer's recommendation that the driveways to Pleasant Avenue be eliminated. The*
Board further recommends that the permit for the oversized driveway be granthd
with the limitationthat no perpendicular loading and unloading be permitte .
