MINNESOTA February 19, 1958 This is in the matt'erlof the application of the Ryan Constructbn Company for 'permits to construct a parking lot for 1'48 cars accessory to'a new National Food Store, acid an.oversize driveway of-133 feet on the West side of View Street,'adjacent to the store, for the parking of vehicles while loading and unloading merchandise..' The property is bounded by Pleasant, Fulton, View and Jefferson and is' described as Lots 1 through 16 inclusive, Block 2, Dawson's Sub - Division of the E i Stinson, Brown & Ramsey's Addition,,except the North- east corner thereof., said corner being 120 feet on View Street extending west r- ly to a depth of 80 feet,*�" The property is zoned Commercial and has street frontage as follows't s7me 00 feet on View and approxima ely 305 feet on Plea- sant, 253'feet on Jefferson and 260 feet on-Fulton. The -land uses of the immediate area are: to the East across View Street, single family homes; to-the Nvrtb across Pleasant Avenue, a Public Works Storage yard; South across Jefferson, single family homes; and West across Fulton, a Dry Cleaning establishment. According to the applicant's plans, the parking lot is to be served by the following driveways; two from Pleasant, twolfrom View, two from Jefferson, and one from Fulton. he Traffic Engineer has reviewed the proposed layzout' and plans, and recommends the driveways to Pleasant Avenue be eliminated because of the character of Pleasant Avenue traffic, the large parking lot capacity and the relatively short spacing between View and Fulton Streets which would result in traffic exiting from the lot approximately every 100 feet along Pleasant Avenue. 'If be request for two driveways is granted, it is bis.opinion that adequate access to the lot is provided by the prpposed five driveways from View, Fulton and Jefferson, inasmuch as View and Fulton may be used as access from Pleasant and are only about 300 feet apart. He also recommends that the loading and unloading of vehicles on the oversized driveway be granted provided the ve - hicles are restricted to parallel parking. CIn reviewing the applicant's plans, the Zoning Board concurs with the recommenda- tions of the Traffic Engineer. In consideration of the factors as outlined above, the Board recommends that the permit for the parking lot be granted'in accordance with- the,plans approved December 5, 1957 subject to the Traffic Engi- neer's recommendation that the driveways to Pleasant Avenue be eliminated.
