WHEREAS, the Council of the City of Saint Pau has ;
heretofore provided for a comprehensive health and welfare'
program for City employes, the employes of the Board of Educ tion
of the City of Saint Paul, and for employes of the Board of Water
Commissioners of the City of Saint Paul, all of whom are herein ='*
after referred t,o, for convenience, as nCity employes ", which
program is to become effective March 1, 1958; and
WHEREAS, it is contemplated that under the contracts
to be entered into by the City for the aforesaid health and wel-
fare insurance coverage, the City will designate those of its
employes who are to be covered under the group plan, including
a designation of employes -for whom the City will provide coverage
out of City funds; and ;
WHEREAS, it appears further that there are certain
categories..of City employes wherein ddubt exists as to whether
they are to be covered under the group policy with City contribu-
tion for such employes or whether they are to be included or per-
mitted to.come under group coverage in any manner,
Now, therefore, be.it
RESOLVED, That it is the determination of the Council
of the City of Saint Paul that all officers and employes of the
City who meet the minimum working time requirements set forth
in the specifications (Specifications, Page 3) and who were car-
ried on the payrolls of such City on the 28th day of February,
1958, the last working date prior to the effective date of the
City's group insurance program, and who continue on and after
March 1, 1958, as employes of such City, shall be included in
the City's group insurance program, except as hereinafter pro-
vided, with City contribution being made for all such employes.
All employes who have attained and maintained civil service
status with the City or its aforementioned Boards, or who occu=
pied positions with the City which are classified as provisional
or exempted positions, but who, on February 28, 1958, were not

carried on the payrolls of the City or its aforementioned
Boards,shall be eligible for City group coverage with City
contribution at the time they are first reinstated to City
payrollstafter March 1, 1958.
Inclusion or exclusion of all new City employes, in-
cluding cluding provisional employes, under the group insurance program
with City contributions for employes, shall be determined in
accordance with the provisions of the specifications controlling
the contracts,'which contracts are to become effective March.l,
1958., In computing the six complete, consecutive calendar months
of employment required for an employe to attain eligibility for
City contribution under the group insurance program, the follow-
ing rules are applicable:
1. All employes who are on monthly payrolls,
that is, paid once a month, in order to be eligible
for City -pay coverage, must complete six (6) con-
�secutive calendar months without havin been off
f' the City payroll for more than twelve ?12) working
days for 4any monthly payroll.
2.-All employes who are on a semi-monthly -
Yp ay-
roll, that is, paid twice a month, in order to be
eligible for City -pay coverage, must complete six
(6) consecutive calendar months without having been
off the City payroll for six (6) or more working
days for any semi - monthly payroll.
Absence on sick leave with pay will not,' of
course, be considered as days off a payroll.
3. For employes whose employment contemplates
'an absence from City or Board payrolls during the
summer months, during which periods the employes do
no work for the City or the Board of Education,
such absences shall be disregarded in computingl 'the
six consecutive calendar months necessary for City
contributions, that is, the period of such absences
shall not be considered as an interruption or break
in the six consecutive calendar months.
Be it provided further that all cafeteria help, all
janitresses and all nurses and clerks employed in the Health
Department and by the Board of Education who are permanently
appointed full -time or part -time employes of the City and whose
terms of employment in each year are governed by the period of
the school year (approximately ten months a year) shall-be

included under the City's group coverage plan, with premiums
for such employes to be paid by the City. Cafeteria help
employed by the Board of Education working less than half
time shall be eligible for City contribution. In computing
the six complete, consecutive calendar months of employment
required for an employe to attain eligibility for City contri-
bution under the group insurance program, the rules hereinbe-
fore set forth with reference to other City employes shall be
applicable to employes in the categories mentioned in this
paragraph; and be it further
RESOLVED, that teachers employed by the Board of
Education who have been granted sabbatical leave and who con-
tinue to be paid a part of their salaries by the Board of
Education during such leave, shall continue under the City -
pay portion of the group insurance program; and be it further
RESOLVED, that an employe,,onee having attained
eligibility for City -pay coverage, shall thereafter during
the term'of the City group contract's continue to be eligible
for such City -pay coverage so long as said employe meets the
minimum working time requirements provided by the specifica-
tions (Specifications, Page 3); and be it further .
RESOLVED, that during the term of the City group
insurance policies which are to be entered into by the City
employes of the City who are disabled as the result of personal
injury arising out of and in the course of their employment
with the City who are otherwise eligible for coverage under
the City -pay portion of the group program, shall be covered
thereunder and continued under coverage during the period
they are receiving compensation payments from the City; and be it
further
RESOLVED, that persons employed in the mechanical
trades positions, hereinafter specified, who are being paid
under a program wherein their wages or salaries have been in-
creased to provide an allowance for health and welfare benefits,
shall be included under the City group program, with the City to
pay for employe coverage for the months of March and April, 195$•
Prior to May 1, 195$, the Council will determine the eligibility
of such persons for future City -pay coverage:

following classifications are to-be excluded from the City's
group coverage program altogether, both with respect to City
contribution and with respect to employe - pay -all group coverage:
1. Substitute teachers
2. Emergency employes
3. Temporary employes,
