09-371Council File # �'�7 � Green Sheet # �y.'3 � U RESOLUTION CITY OF �AINT Presented by L, MINNESOTA � FY2009 CONSOLIDATED PLAN {CDBG,ESG,HOME) SUBMtSSION 2 4 WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation 5 of the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2009 6 Community Development B(ock Grant (CDBG) Program as part of the 2009 Capital fmprovement 7 Budget and the 2009 Special Funds Budget; and 9 10 WHEREAS, the appropriate public hearings on the 2009 Consolidated Plan have been 11 held in accordance with the requirements of the U.S. Department of Housing and Urban 12 Development; now, therefore, be it 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 RESOLVED, that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to submit the 2009 Consolidated Plan to the U.S. Department of Housing and Urban Development in such form as prescribed by the regulations of said Department; and be it FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants Management staff, are further authorized to submit to the U.S. Department of Housing and Urban Development any assurances, certifications, technical changes or additional information that may be required by said Department during their review of the City's 2009 Submission for Federai Assistance; and be it FURTHER RESOLVED, that upon notification of approval of the City of Saint Paul's 2009 CDBG, ESG, and HOME Programs by the U.S. Department of Housing and Urban Development, the Councii does hereby authorize the proper City officials to execute the grant agreements and contracts between the U.S. Department of Housing and Urban Development and the City of Saint Paul for the 2009 Programs; and be it oy-��� 42 FURTHER RESOLVED, that the estimated financing for the 2009 HUD Programs is 43 provided in the foliowing manner: 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 2009 Estimated NUD Resources 2009 CDBG Entitlemeni 2009 ESG Funding 2009 HOME Funding 2009 ADDI Funding CDBG Program Income Total � s,000,000 354,415 2,202,444 17,438 1 750, 000 $ 12,324,297 and be it 59 FINALLY RESOLVED, that the projects and activities to be rmancea tnrougn tne huiwc 60 and ESG programs will be selected through separate processes, and will come before the Mayor 61 and City Council at a future date. The CDBG funding has been budgeted as part of the City's 2009 budget. Activities to be funded with HOME and ESG funding are selected through separate processes, and will come before the Mayor and Council a[ a future date.
