consent of the Mayor and the Comptroller to issue Purchase Order to LINWOOD
STONE PRODUCTS COMPANY, INC. for 223.30 Tons Pebble Lime at a cost of $3,918.90
without advertisement or competitive bids as an emergency existed where failure
to act promptly would work hardship to the best interests of the City.
