Presented
1 WHEREAS, on Apri12, 2008 the Saint Paul City Council approved Council File 08-321, which initiated a
2 2008 PILOT Downtown Fa�ade Improvement Program that provided $2,040,000 for fa�ade improvements
3 to historic buildings in downtown Saint Paul, financed by special assessments against approved properties;
4 and
6 WHEREAS, the 2008 PILOT Program awazded a total of $1,470,432 to five buildings of which three
7 buildings, the Tilsner, Northwestern and Allen Buildings, proceeded with the Program, using a total of
R$1,119,461 in funding to successfully and significantly preserve and restore their historic building facades;

11 WHEREAS, there is a remaining balance of $920,539 from the original Program allocation, and
]2 significant interest expressed by downtown historic building owners in a 2009 Fa�ade Improvement
13 Program; and

15 WHEREAS, the Mayor, pursuant to Section 10.07.01 of the City Charter, does certify that there are
16 available for appropriation funds of $920,539 in excess of those estimated in the 2009 Budget; and

18 WHEREAS, the Mayor recommends the following additions be made to the 2009 Budget:

35 NOW, THEREFORE, BE IT RESOLVED, that the Councii of the City of Saint Paul hereby accepts the
36 Mayor's recommendation, authorizes a 2009 Fa�ade Improvement Program with funding awards up to
37 $902,489 in accordance with the Council-approved Guidelines for the 2008 PILOT Fa�ade Improvement
38 Program, and approves the aforementioned changes to the 2009 Budget.

DOWNTOWN FA�ADE IMPROVEMENT ASSESSMENT PROGRAM
PILOT PROGRAM OUTLINE
In order to encourage building owners to make fa�ade improvements to historic buiidings in
downtown Saint Paul, the City of Saint Paul is announcing a Downtown Facade Improvement
(Pilot) Assessment Program for buildings within the City's B4 and B5 Zoning Districts. Limited
funding is available and an application process is required.
Program Description: The purpose of this Pilot Program is to make appropriate fa�ade
improvements to historic buildings in downtown Saint Paul in advance of the 2008 Republican
National Convention in order to highlight Saint Paul's rich architectural heritage.
Program Funding: Funds for this pilot program will be available through the City of Saint Paul's
special assessment process. The total amount of available funds is $2,000,000, with a maximum
of $500,000 per building. Special assessments under this pilot program shall bear interest at the
highest rate applicable for any other special assessment levied by the City.
ApplicationlApproval Process: Applications will be considered on a first come basis. All
proposed fagade improvements will be reviewed by staff of the Heritage Preservation
Commission ("HPC"), and must meet the Secretary of Interior Standards for Rehabilitation of
Historic Buildings. Applications must be approved by the Saint Paul City Council no later than
June 4, 2008 in order to be eligible to participate in this pilot program.

Eligible Buildings: Include the following:
➢ Any building in a B4 of 65 Zoning District that is listed on the National Register of Historic
Places and/or locally designated as a Saint Paul Heritage Preservation Site.
➢ Any building in a 64 of 65 Zoning District that has been certified or considered eligible for
the National Register by the State Historic Preservation Office, or is included in the St.
Paul Historic Context Studies: Downtown St. Paul, 1849-1975 as recommended for
designation or considered historically significant. For any building that is not listed on the
National Register of Historic Places and/or locally designated at a Saint Paul Heritage
Preservation Site, the building owner must grant a fa�ade easement to the City of Saint
Paul for a period of time that runs concurrent with the assessment term.
