1 WHEREAS, the City of Saint Paul is working in partnership with stakeholders and citizens to achieve
2 stewardship of our valuable water resources, improve ��,ater quality in the City's water bodies including the
3 Mississippi River and comply with the increasing regulations affecting the City; and
WHEREAS, the American Recovery and Reinvestment Act of 2009 provides for funding to the Minnesota
Pollution Control Agency (MPCA) and Minnesota Public Facilities Authority to provide supplemental
capital funding for clean water projects through the State Revolving Funds Loan Program; and
9 WHEREAS, the City of Saint Paul desires to prepaze the necessazy application and "storm water project
10 plan" to pursue Federa] stimulus funding to provide the financing for a proposed subsurface infiltration/
11 clean water project located within College Park; and
12
13 WHEREAS, a public meeting was held on March 25, 2009 with the District 12 Community Council's St.
14 Anthony Park Environment Committee to discuss various treatment alternatives, the proposed application,
15 and "storm water project plan" for the College Park Infiltration pcoject; and
16
17 WHEREAS, the required public hearing on the proposed application and "storm water project plan" was
18 formally noticed and held at the April 1, 2009 City Council Meeting;
19
20 NOW THEREFORE BE IT RESOLVED THAT the City of Saint Paul hereby adopts the "storm water
21 project plan" for the College Park InfiltraYion project and authorizes staff to submit the necessary plans and
22 applications to pursue financing through the State Revolving Fund Loan Program.
