That the Zoning Code, Chapters 60 to 64 inclusive, of the Saint Paul Legislative Code, pertaining to the Zoning Code.; Use Districts, and Rezoning of certain properties in the City of Saint Paul, as amended, be and the same is hereby further amended in the following particulars, to -wit: That Section 64.09 thereof be and the same hereby is amended for the purpose of classifying the subject real property in the Heavy Industry District by adding thereto, as heretofore amended, the follow- ing additional paragraph, to -wit: The following described real•property marked on the Zoning Map as "Unassigned" and for which no regulations have been adopted is hereby classified and placed in The Heavy Industry District under this Zoning Codes:'. This is in the matter of the petition of the First Trust Company and Vanderbilt University to classify from "unassigned" to heavy industry certain property located between Montreal Avenue,on the north, the bluff on the south, Albion Street extended on the west and Chatsworth Street extended on the east. This' property is a miscellaneous description as correctly described on the attached petition. This is an irregular tract of ground which extends approximately 550 feet on Montreal Avenue; 510 feet on the top of the bluff; 340 -feet along the west pro- perty line, and 100 feet along the east property line. The area is approximately 135,600 square feet. This )petition, if granted,, will permit the southerly and westerly expansion of the Texas Company bulk storage plant in this area. Specifically, it will permit the construction of a warehouse and related parking uses onthis property to be reclassified. Under a separate action the applicant is requesting the vacation of Montreal Avenue at this point. In evaluating the propriety of the industrial land use at this point, the Board of Zoning takes note of the proximity of the proposed Lexington Avenue Freeway which, at-,present, is proposed to be'constructed some 150 feet west of the west line of this- property. Attached is a letter from Mr. Shepard, Street and Highway Engineering Coordinator, expressing approval from the standpoint of the Department of Public Works for both the .pending vacation of Montreal Avenue and the heavy industry zoning classification. In view of the heavy industrial uses in the area and the location of the•proposed freeway, the Board of Zoning feels that the character of the development proposed by the applicant could properly be established'in this area without adversely affecting adjacent property. The Board is, therefore, of the opinion that a heavy industrial- classification would be proper. In consideration"of these factors, the Board of Zoning recommends that this petition to classify property under consideration from "unassigned" to heavy industry be granted.
