Dear Sir:
This is in the matter of the application of the Midway Center Inc, for a permit
to install and operate,a customers' and employees' parking lot on property located),
in the:area bounded by Snelling Avenue; University Avenue; St.Anthony Avenue,
and Pascal Avenue extended; except for a portion at the southwest corner used
by the Twin City Rapid Transit Company. This property is described as part of
Lot 19,,:Kittsondale, being Auditor's Subdivision No. 27, St. Paul, Minnesota,
westerly of the following described line; beginning on north line of and 31 feet
from the northwest corner of said lot; the .s.outh 19' feet parallel with the west
line; then southwesterly to a point one foot east of and 48.97 feet south of north-
west corner of said lot; then south parallel with west line thereof; to a point
on south line of said lot. Also the west one foot of part of east one -half of the
southwest one - quarter between said lot 19 and St. Anthony Avenue. Also subject to/
University and Snelling Avenues and easements in Document 1356037 and except west'
270 feet of north 260 feet; the north 757.38 feet of west one -half of southwest
one - quarter and except said north 757.38 feet and except west 870.35 feet part of
said west one -half , northerly of St.Anthony Avenue, all in Section 34, Township
29, Range 23. The zoning is heavy and light industry.
This property, which is presently vacant, is an irregular tract of ground having
a frontage of 697.38 feet on Snelling Avenue; 1,265.32 feet on University Avenue;
1,167.23 feet on Pascal Avenue extended, and 446.8 feet on St.Anthony Avenue
with a total area of 427.5 acres. The applicants propose to develop this property
with a shopping center and are providing an off-street parking area for 1,700 cars.
Plans meet existing standards for this type of facility. Field investigation'
discloses no objection from the standpoint of adjacent land use.. From the stand-
point of operation and layout of the proposed parking lot_, the applicant's plans
have been reviewed and approved with conditions as outlined in attached letters
from the Traffic Engineer, City Engineer, and State Highway Department, and which
are made a part of this report. The applicant has filed a letter dated September 5,
1958, accepting all conditions outlined by the Traffic Engineer in his letter to
the Board of Zoning dated July 31, 1958.
As noted in these reports, the City reserves the right to take such measures as
may be justified in properly controlling traffic in this area.
In consideration of these,factors, the Board of.Zoning recommends that this per-
mit be granted in accordance.with plans approved July 31, 1958, and let
1) Traffic Engineer, July 31, 1958; 2) State,'Highway Department, August

This office approves the location of the proposed sidewalks on
Snelling and University Avenues along the property lines as proposed
by the plans given to us last week by Ellerbe and Co., Consulting .
Architects and Engineers.
Council approval of the plans should be subject also to the
provision that street curbs not now in shall be constructed and that
the paved roadways be modified at old streetcar wyes and spurs as
directed by the Chief Engineer of the Department of Public Works;
the design for such work to be submitted to the Chief Engineer for
approval before work is contracted.

We have been asked to review from a traffic standpoint the at-
tached Parking and Traffic Plan for the Midway Center, prepared by
Ellerbe and Company, and dated June 24, 1958. We recommend approval
subject to the following: ,
�c 1. Pascal Avenue is to be opened as a public street to a 44 I/
foot curb -to -curb width as shown on the plan.
2. At all driveway and street intersections on University,
Pascal, and Snelling, it should be understood that as on
all public streets all turning movements.. will be subject el
to restriction or prohibition by the city and /or the state.
Y. 3. As brought out in previous meetings, the physical layout
of Snelling and of University is to remain unchanged and
should be so shown on the plans.
x 4. As brought out in previous meetings signals are not to
be installed at Simpson- University or on Snelling at the
entrance to the center north of Shields Avenue.
5. Because of extensive sidewalk and driveway work, the plan
should also be reviewed by the appropriate bureau in the
Public Works Department.
x 6. The curb layout to the right of traffic entering from
Snelling or University at the drive just north of Shields
and at Pascal respectively appears unnecessarily complicated. /
7. The city should reserve the right to locate all bus stops to
the best overall advantage of the public.
8. The city should reserve the right to locate and regulate all /
surface pedestrian crossings of public streets in the area,
including Pascal Avenue. The matter of future overhead or
underground pedestrian crossings should be deferred until such
time as-the applicant has an actual proposal.

9. Truck loading arrangements should be shown for all buildings.
In general, widths of aisles'or streets is•not sufficient to
permit perpendicular parking. Building No. 3 has no indica-
tion of the method of truck loading.
10. The driveway on the northwest corner of Pascal.and St. Anthony
would complicate signal operation and should be eliminated or
moved to a point further north.
11. The city should reserve the right to restrict,or prohibit
pedestrian crossings of Snelling and of University adjacent
to the center exits.
A 12. Right turn entrance would be permitted only•in one lane from ✓
Snelling to the southerly Snelling entrance.
13. The use of three lane aisles is not recommended. Since they /
are on private property, hcr;iever, the revision of them is not
a condition of the approval.
14. The city should reserve the right to regulate or ban parking
on any or all of the streets bordering the center. In meet-
ings attended by those concerned it has been understood that /
parking will be banned at least on the east side of Snelling r/
Avenue from a point south of the Midway Center "to University
Avenue and on the south side'of University Avenue from Snell-
ing Avenue to Hamline Avenue.

Midway Center at Snelling & University Avenues
We have your letter of August 1, 1958
to Mr. F.D. Marzitelli regarding the request for a permit to install
and operate a customer parking lot on the above referenced property
and requesting our recommendation to this proposal.
We are in complete agreement with all
of the recommendations contained in Mr. Eugene V. Avery's letter,of
July 31, 1958 to Mr. Herbert C. Wieland, City- Planning.Director with
additional emphasis on Point 3, that the present physical layout of
Snelling and of University Avenues should remain unchanged, including
no alteration of the present center island on University Avenue..
Under Point 9 we would like to add that we think that Building 4 should
not extend easterly of Buildings 3 & 5, although this matter should
probably not concern use Mr. Avery, under Point 14, recommends that
the City should reserve the right to regulate or ban parking on the east
side of Snelling Avenue from a point south of Midway Center to University
Avenue. This reservation should,of course, extend all the way to the
St. Anthony Freeway..
We believe that insufficient storage
room is provided on Paacal Avenue, the proposed entrance southerly
of Simpson Avenue and the proposed street east of the bank parking lot,
in that the proposed street running east and west, westerly of the
Montgomery Ward Company filling station, is: too close to.Uni.versity
Avenue. Turning movements at the intersections of this east --west
street and the three entrances mentioned will back up traffic in the
short distance between said street and University Avenue.

The proposed parking lot at the north-
west corner of the intersection of Pascal Avenue and the north frontage
road bn St. Anthony Avenue allows no room for the spur track to the
Murphy Warehouse. A. print of the proposed re- location of this spur
track is attached for your information. You will note that right of way
for said spur gill require a substantial part of this proposed parking
lot and for that reason said parking area should not be approved as
shown on the Ellerbe Parking and Traffic Plan.

1,750 car parking lot on the south side of University Avenue between
Snelling Avenue and Pascal Street.
The Board approved the parking lot design as shown on the applicant's
plan'dated June 24, 1958 subject to the following:
1. The provisions set forth in the letter of the Traffic
Engineer to the Planning Director dated July 31, 1958.
(Copy attached).
2. The final review and approval by the Minnesota Department
of Highways.
A final complete report from the Board of•Zoning will be submitted
at the -time of the public hearing.

The Minneapolis Street Railway Company and The St. Paul
City Railway Company are in receipt of your notice of September
26, 1958, advising that the Council of the City of St. Paul will
consider the matter of the application of the Midway Center Inc.
for a permit to install a 1750 -car parking lot on the south side
of University Avenue between Snelling and Pascal; and that this
hearing is to be held,in the Council Chambers of the.Court House
and City Hall Building on October 9, 1958, at 10:00 of -clock a.m.
in the City of St. Paul.
The St. Paul City Railway Company is an abutting owner of
the property of the Midway Center Inc., and we have no objection
to a permit to be granted to the Midway Center Inc. In fact, we
would be solicitous that said permit be granted to the Midway
Center Inc.
The Company would be pleased to hear from you advising us
�v if it will be necessary for the Company +s representative to present
himself at the above said hearing, or whether this letter is suf-
ficient to apprise the Council of our attitude in the matter.
