Dear Sir:
This is in,,tbe mattear of ,the application of Mr. C. C. Sorensen for a permit to in-
stall and operate a private parkin lot in connection with a proposed apartment
building on property located on the west side of Woodlawn Avenue between Ford Park-
way and Highland Parkway. This property is described as the south 43 feet of Lot 2,
and all of;Uots 3 and 4, Block 5, St. Catherine Park-. The zoning is "C" Residence.
The property under consideration h s a frontage of 137.39 feet on Woodlawn Avenue
and extends westerly a distance of 120.96 feet. Part of this property is vacant,
the remain'aer'is developed with 39 garages which are available to tenants of the
apartment building to the north. Cif the 39 garages, the applicant states that only
fourteen, or 36% are occupied by tie tenants, and the rest are vacant, or used
for storage.
The applicant proposes to remove tie existing garages, and to construct an 18 unit
apartment puilding,.and to provide an off-street parking area for 34 cars for use
of the tenants of the proposed apartment building, and an existing 32 unit apartment
building to the north which is owned by the applicant.
The adjacent land uses are as follows: 32 unit apartment building is to the north;
there is vacant land to the west and south; further south is the Milti -clean Manu-
facturing Company; there is an apartment building across Woodlawn Avenue to the east.
Applicant',s plans are in accordance with existing standards for this type of facility
and the proposed layout and operation has been approved by the Traffic Engineer.
The Corporation Counsel has adiiised the Board that, according to the present Ordinance,
an owner of an apartment constructed prior to the adoption of the parking lot ordinance
in 1953 is not required to continue an off-street parking area permanently. Because
of this fact, and the showing on the part of the applicant that the type of persons
occupying the existing apartment do not appear to require an off-street parking space
for each unit,.the Board of Zoning feels that in this instance the proposed development
is proper -sn light of the alternatives which present themselves for the development
of this property.
In consideration of tbese factors, the Board of Zoning recommends that this permi
for a 34 car off-street parking lot be granted in accordance with the applicant's
plans filed August 22, 1958 and subject to an appeal to relax the front yard re-
quirement'f rom 12 feet to 6 feet to permit construction of the proposed apartment
building.
