WHEREAS, the State of Minnesota as required by the Local Govemment Pay Equity Act,
Minnesota Statutes 471.991 to 471.999, has requested the City of Saint Paul to submit a new Pay
Equity Implementation Report by January 31, 2009, and
WHEREAS, the State of Minnesota requires the governing body of each political
subdivision review and approve the Implementation Report prior to its submission; now, therefore
be it
RESOLVED that the City Council of the City of Saint Paul has reviewed the information
contained in the attached Pay Equity Implementation Report and hereby certifies that, to the best of
its knowledge, the information therein, as presented by the Office of Human Resources, is accurate
and complete.

INITIATING PROBLEM, ISSUE, OPPORTUNTTY (Who, What, When, Where, Why):
State Minnesota Management and Budget (MNIS) requires the Ciry to submit a new Pay Equity Implementa6on Report by
January 31, 2009. The Compliance Report must be reviewed and approved by the governing body of the local jurisdiction that is
submitting the report, before submitting to the State.
ADVAA'TAGESIFAPPROVED:
The City has complied with the requirements for completing the Pay Equity Report form. In addirion, the information contained in the
Report has been enteted into the State's compliance softwaze, and it indicates that the City has passed all fotu (4) tests for compliance.
The City should be found in compliance with the Local Government Pay Equity Act. (See attached Compliance Report.)
The four (4) tests for compfiance the City of SainT Paul has met:
o Completeness and Accuracy Test
o Statistical Analysis Test or Alternative Analysis test
o SalaryRangeTest
o ExceprionaI Service Pay Test
4Vhile all these tests are critical, the statisfical analysis test is crucial for a City the size of Saint Paul to meet. Essenrially the Statistical
Anatysis Test is a comparison of female-dominated classes to male-dominated classes to determine if female classes aze equitably paid for
siuulaz work value. The jurisdicrion must maintain an 80% or above undeipayment ratio to be in compliance.
