This is an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. THE COUNCIL OF'THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the Zoning Code, Chapters 60 to 64 inclusive, of the Saint Paul Legislative Code, pertaining to Use Districts, Height Districts and Rezoning of certain properties in the City of Saint Paul, as amended, be and the same is hereby further amended so as to• _rezone the' Southeast 60 feet of Lot 7, Block 1, College Place, Taylort''s Division, at the northwest corner of Taylor and Snelling Avenues, from "Cit Residence District to Commercial District. Section 2. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Section 3. The property under consider- ation is described as the east 60 feet of Lot 7, Block 1, College Place. This property has been zoned "C" Residence since the adoption of the Zoning Ordinance in 1922. This property has a frontage of 50 feet along Snelling Avenue and 60 feet along Taylor Avenue, thus producing a total'area of 3,000 square feet. The site is presently vacant. The owners of four out of five of the several descriptions of real estate within 100 feet of the property sought to be re- classified have signed this petition. The adjacent land uses are as follows: to the north is an apartment building and motel operation; to the west are single family residences; to the south is a fraternity home and to the east across Snelling Avenue is Norton Field. The applicant's plans call for the construction of a building approximately 20 feet by 40 feet which would be so located as to maintain the existing building lines in the block, and would have just one office space. There would be adequate off - street'parking for approximately two cars on the site. It is the opinion of;•the Board of Zoning that it would be improper to rezone the property under consideration for commercial purposes as the re- classification of such a very small parcel would constitute a "spot" zone in an otherwise resi- dential area. The Board of Zoning feels that the interest of the surrounding community �yould, be best served if the present zoning classification is maintained, and, therefore, they cannot make a•finding that this property should be classified for commer- cial purposes in light of the existing and proposed land use development of this area.;, In consideration of these factors, the Board of Zoning recommends that this petition be denied.-` _. ;Sincerely yours, 4 Herbert C.
