RESOLVED, that upon appeal of Henry W. Einum from
the decision of the Commissioner of Yarks, Playgrounds and
Public Buildings, and upon the favorable recommendation of the
Board of Zoning, permission is hereby granted, pursuant to the
Zoning Code, Chapters 60 to 64 inclusive, of the St. Paul
Legislative Code,,for the extension of Commercial zoning to
cover all of Lot 13, Block 2, Wilder's Addition, located on the
south side of Orange Avenue, between .Arcade and Mendota Streets, `
in accordance with appellant0s plans approved August 7, 1958,
the purpose of such extension being to make available said premises

The City Council requested that you prepare a resolution granting the attached
appeal of Henry W. Einum for extension of Commercial use to cover all of Lot 13,
Block 2, Wilder's Addition, located on the south side of Orange Ave. between
Arcade and Mendota Sts., in accordance with the applicant's plans approved
August 7, 1958, said extension to be for parking lot use.

Dear Sir:
This is in the matter of the application of Henry W. Einum for an appeal
to extend a permitted commercial use to cover all of Lot 13, Block 2,
Wilder's Addition,. This property is located on the south side of Orange
Avenue between Arcade "d-Mendota Streets., This property is presently
.zoned Commercial ,and ' A`t* Residence.
The applicant owns a'frontage of 120.' on Orange Avenue going east from
Arcade Street, and this property is-used for a public garage. There is
also an abandoned filling station on this site. At present the commercial
zoning extends 100' east of Arcade Street. This appeal, if granted, would
permit the use of the easterly 20' of this property for parking purposes
in connection with a proposed clinic on this site.
The adjacent land uses are as follows: a vacant lot on which the appli-
cant proposes to,build a single family home is immediately to the east
with single family homes further east; the First Covenant Church is
directly across Orange Avenue to the north; an abandoned filling station
facing Arcade Street is immediately to the west, the proposed clinic is
to be located on,,this site.
The applicant's plans are in accordance with existing standards and
have been approved by the Traffic Engineer as to layout and operation.
Field investigation discloses no objection from the standpoint of
adjacent land use.
In consideration of these factors, the Board of 'Zoning finds that the
area under consideration is commercial in character and that the purpose
and intent of the Zoning Ordinance would be substantially achieved in
this instance, and therefore, they recommend that the parking lot use be
permitted on all of Lot 13, in accordance with the applicant's plans
approved August,7, 1958.
