PAUL CO NO, OFFICE OF THE CITY CLERK COUNCIL RESOLUTION — GENERAL FORM PRESENTED BY COMMISSIONER DATE WHEREAS, under the provisions of Title I of the Housing Act of 1949; as amended, the Housing and Hcme Finance Administrator is authorized to provide financial assistance to Local Public Agencies for undertaking and carrying out Urban Renewal and Redevelop- ment Projects; and WHEREAS, it is provided in such Act that contracts for financial aid thereunder shall require that the Urban Renewal or Redevelopment Plan for the respective Project Areas be approved by the Governing Body of the Municipality in which the project is situ- ated, and that such approval include findings by said Governing Body that: (1) the financial aid to be provided in the contract is_ necessary to enable the project to be undertaken in accordance with the Urban Renewal or Redevelopment Plan; (2) the Urban Renewal or Redevelopment Plan will afford maximum opportunity, consistent with the sound needs of the Locality as a whole, for the rehabilitation or redevelopment of the Urban Renewal or Redevelopment area by private enterprise; and (3) the Urban Renewal or Redevelopment Plan conforms to a general plan for the development of the Locality as a whole; and WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (herein called the "Local Public Agency ") COUNCILMEN Yeas Nays DeCourcy Holland Mortinson Peterson , Rosen Winkel Mr. President, Dillon sm s•se QP 2 In Favor Against Adopted by the Council 19_ Approved 19_ Mayor 188126 2 has entered into a planning contract for financial assistance under such Act with the United States of America, acting by and through the,Housing and Home Finance Administrator, pursuant to which Federal funds are provided for the urban renewal project (herein called the "Project ") identified as the "Upper Levee Re- newal Project, Minn. R -3" and encompassing the area (hereinafter referred to as the "Project Area ") bounded by Shepard Road, Wilkin Street, Spring Street, Washington Street and Elm Street in the City of Saint Paul, State of Minnesota, (sometimes herein referred to as the "Locality" or the "Municipality "); and WHEREAS, the Local Public Agency has applied for addi- tional financial assistance under such Act and proposes to enter into an additional contract or contracts with the Housing and Home Finance Agency for the undertaking of, and for making available additional financial assistance for the Project; and WHEREAS, the Local Public Agency has made detailed studies of the location, physical condition of structure, land use, environmental influences, and the social,cultural and economic conditions of the Project Area and has determined that the area is a blighted area and that it is detrimental and a menace to'the safety, health, and welfare of the inhabitants and users thereof and of the Locality at large, because of dilapidation, obsolescence, faulty arrangement and design, deleterious land use and obsolete layout and the members of this Governing Body have been fully apprised by the Local Public Agency and are aware of these facts and conditions; and 18812 9 WHEREAS, there has been approved and adopted by the Local Public Agency a Redevelopment Plan for the Project Area, dated June, 1958, said approval and adoption being evidenced by resolution of the Local Public Agency dated June 16, 1958, said Redevelopment Plan consisting of the following items: (a) The Narrative (consisting of 22 pages) plus an attachment of one page entitled "Boundary Description ". (b) The following maps dated March, 1958: Map A: "Project Area Plan" Map B: "Street and Highway Adjustments Plan" Map C: "Sewer Plan" Map D: "Water System Plan" Map E: "Private Utility Adjustments" Map F: "Zoning Plan" (c) Relocation Plan - Upper Levee Renewal Project; and WHEREAS, a statement of the method proposed for the financing of the Project has been submitted with and accompanying the Redevelop- ment Plan for the Project Area; and WHEREAS, the City Planning Board of the City of Saint Paul, which is the duly designated acting official planning body for the Locality, has prepared and adopted on April 11, 1958, Preliminary Guide Plan which is recognized and used as a guide for the general development of the Locality as a whole; and 4 WHEREAS, the said City Planning 'Board of the City of Saint Paul has considered and examined the Redevelopment Plan for the Project Area and has submitted to the Governing Body its written opinion, by resolution adopted June 13, 1958, that the objectives and purposes of the Redevelopment Plan for the Project Area conform to the general plan objectives of the City of Saint Paul, and that the proposed land uses, streets and transportation proposals and other provisions of the Plan are consistent with the Preliminary Guide Plan for Saint Paul prepared by the City Planning Board in 1958 and adopted by said Board on April 11, 1958, and the Governing Body has duly considered said written'opinion of the City Planning Board; and WHEREAS, said Redevelopment Plan for the Project Area prescribes certain land uses for the Project Area and will require, among other things, the vacation and removal of streets, alleys and' other public ways, the establishment of new street patterns, the location and relocation of sewer and water mains and other public facilities, and other public action; and WHEREAS, the Local Public Agency has prepared a plan for the relocation of families that may be displaced as a result of carrying out the Project in accordance with said Redevelopment Plan and has submitted to the Governing Body a Relocation Plan for the Project, identified as "Relocation Plan Upper Levee Renewal Project, , Minn. R -3"; and 188.126 188126 i 5 Wf0kEAS, such Relocation Plan includes information and data which has been prepared by the Local Public Agency as a result of studies, surveys, and inspections in the Project Area and the Assembling and analysis of the data and information obtained from such studies, surveys, and inspections; and WHEREAS, the members of this Governing Body have general knowledge of the conditions prevailing in the Project Area and of the availability of proper housing in the Locality for the reloca- tion of families that may be displaced from the Project Area and, in the light of such knowledge of local housing conditions, have carefully considered and reviewed such Relocation Plan; and WHEREAS, it is necessary that the Governing Body take appropriate official action respecting the Relocation Plan and said Redevelopment Plan for the Project, in conformity with the contract or contracts for financial assistance between the local Public Agency and the United States of America acting by the Housing and Home Finance Administrator. NOW TREREF'ORE, BE IT RESOLVED by the Council of the City of Saint Paul as follows: 1. That it is hereby found and determined that the Project Area is a blighted area, and that it qualifies as an eligible Project Area under the provisions of the Minnesota Municipal Housing and Re- development Act. 2. That the Redevelopment Plan for the Upper Levee Re- newal Project, Minn. R -3, having been duly reviewed and considered, i 7 188126 ' 0 are at least equal in number _to_ the number of displaced families, are not generally_ _less_ desirable_ in.'regard. to public_ utilities and, public.- and...commercial _ facilities than the_ dwellings_ of the dis- placed families in the_Project,Area, are available at rents or prices within_the_financial_ means __of_.the_displaced_.families, and are reasonably accessible to_,their_.places_ of „employment. _ 7. _ _ That _ in_order, to, implement and_ faeilitate_.the__effectu- ation of-the Redevelopment_ Plan. hereby,_.approved it is found-and determined_ that certain official action must be_ taken _by this Body with reference, among. others,,_,to the vacation_ and removal of %streets, alleys and_other.public_,ways, the establishment of new street_patterns,_the_location_ and relocation of sewer and water mains and other public_ facilities and. CLAPP $ PRESIDENT OF THE SAINT PAUL CHAMBER OF COMMERCE, BEFORE THE CITY COUNCIL MEETING JUNE 27 ON THE UPPER LEVEE REDEVELOPMENT PROJECT. The Upper Levee Redevelopment project has been an'integral part of Shepard Road project for a number of years. Actually that section of Shepard Road between Elm Street and the High Bridge, about .3 of a mile, has not been constructed because a part of = the-right =of -way includes-an area now occupied-by houses presently fronting on the street.;,The Saint Paul Chambp.r•of Commerce believes that it is imperative that this redevelopment project and the construction of Shepard Road in this area be completed as expeditiously as possible. -The City of Saint Paul w has announced that it will undertake the construction of that leg•of Shepard Road °from James Street overpassing the Chicago and Northwestern Railxoad'tracks to.Seventh and.Randolph Street in 1959. Failure to complete:thesegment between Elm Street and the.High Bridge at the same time would materially hamper the _:.effective :use of._.this wdrthWhilel and costly improvement. The Chamber of Commerce urges that all government agencies concerned- , ' do whatever is necessary to see that the redevelopment project is carried forth as•quickly as possible and that the segment of Shepard Road extending to Seventh and Randolph Street be completed in 1959. Statement of method proposed for financing the Upper Levee Renewal Project, Minn. R -3, accompanying the "Redevelopment Plan for the Upper Levee Project, Minn. R -3, June, 1958." 3. The resolution of the Planning Board of the City of Saint Paul expressing a favorable opinion on the Plan, dated June 13, 1958. Section 462.521 M.S.A. provides in part as follows: "Before approving any redevelopment plan, the governing body shall hold a public hearing thereon after not less than ten days published notice in a newspaper of general circulation in the municipality."
