This letter is the Planning Board's report on the pedestrian bridge as the recommendations concerning the parking-ramp will be- forwarded as a Zoning Board matter. The matter of the pedestrian bridge was considered by the Planning Board at its regular meeting on May 16 and at a special meeting held June 4. The public was notified of the June 4th meeting in an attempt to secure a public opinion in matters affecting the public interest. The Board is of the opinion that there are certain area -wide consider- ations of a planning nature which affect the future development of the entire downtown area and that this particular matter should be analyzed in relation to these over all considerations. In evaluating the application for a pedestrian bridge on Eighth Street be- tween the Golden Rule and their parking garage, the Board established general policies which would serve as a guide in the location of overhead pedestrian walks and similar facilities in accordance with the interests of the highest and best development of the downtown district. The criteria developed were set forth in a letter from C. D. Loeks to the City Clerk dated September 21, 1955 and are as follows: " (1) That a genuine public purpose be accomplished. Conditions which are suggested as coming within the purview of this objective are the alleviation of traffic congestion, the enhancement of the attractiveness and utility of the area from the standpoint of improved convenience and accessibility, and the improvement of the usability of major existing buildings in the central area which, without these facilities, might tend to become obsolete and be allowed to deteri- orate with its corresponding adverse effect on the tax structure. (2) Pedestrian bridges should be located so as not to be a detriment to the value and utility of adjacent private property. -1- f _ti (3) The provision of pedestrian bridges should be in accordance with the objectives of the aesthetics of civic design, that is - the structure should not interfere with a major vista, the mainten- ance of which might be of paramount importance such as the Capitol area, Courthouse or other public buildings and the structure should be of pleasing architectural appearance and do credit to the community's standards of visual design." In reviewing the application of the Garrick Ramp Inc. for the pedes- trian 'bridge over Sixth Street based on the above - mentioned criteria, the Board made the following findings: (1) That the function of as an important a traffic street as Sixth Street would be enhanced by the further separation of pedestrian and vehicular traffic from the standpoint of safety and smoother flow of traffic. This area of the business district would also bene- fit by the provision of a covered walk -way from an off - street parking terminal to a shopping area. (2) On the basis of architectural drawings furnished by the appli- cant and personal inspection of the site, the Board is of the opinion that the provision of a bridge at this place would not be detrimental to adjacent property. In this respect no one voiced an objection to the proposed pedestrian bridge at the Board's special meeting and United Properties went on record in favor of it. (3) That there are no major public vistas of a civic design nature that are affected. In consideration of the above factors, the Board recommends to the City Council the granting of a permit to erect a pedestrian walk over Sixth Street to connect the Schuneman Department store with the proposed parking ramp subject to review and approval of the final design of the bridge by the City Council, City Architect, Department of Public Works and the Planning Board. The Board urges the careful consideration of the architectural design of the pedestrian bridge so that it becomes a focal point. In addition the Board wishes to call the Council's attention to the following: (1) Legal questions involved including the matter of air rights over a public street and the provision of the Zoning Code, Chapter 60.19 of the St. Paul City Charter and Legislative Code which prohibits structures of this type over this portion of Sixth Street. -2- �i (2) The matter of review of the plans by the Fire Chief as related to fire protection.
