Matthew Mazanec appeared. He stated that the property was ]egally a duplex and that he and his
father had purchased it three yeazs ago with the intenCion of restoring it and using it as a single-
family home. He said that he had always ]ived at the property and used it as a single family
home, and that the notice he'd received for a rentat inspection was the first he'd received in the
three years he'd lived there.
Ms. Moermond asked Mr. Mazanec whether his name was on the property title. Mr. Mazanec
stated that it was not but that it was homesteaded through him.
Ms. Moermond asked Mr. Mazanec about the ownership arrangement with his father. Mr.
Mazanec stated that his father had financed the purchase of the property but that he (Mr.
Mazanec) lived ihere, paid the mortgage and did the resYoration work and would eventually be
listed as part owner.
Ms. Moermond asked whether it was being restored to be used as a single family home. Mr.
Mazanec said that it was and that it had never been used as a duplex.
Ms. Moermond asked how faz� Mr. Mazanec had progressed in converting the property to a single
family home. Mr. Mazanec stated fhat the home still had two kitchens but that plaster walls and
fire doors had been removed and that the property could no longer function as a rental. He said
that Xcel sent a single bi11 with utility readings from both meters.
Ms. Moermond requested written documentation signed by Mr. Mazanec's father of the
ownership agreement between Mr. Mazanec and his father. She stated that lf she received that
documentation and that if Mr. Mazanec conrinued to reside at the property and work toward
converting the property to a single-family home, she would recommend that the property be
considered single-family, owner-occupied for the purposes of the C of O program.
On March 3, 2009 Mr. Mazanec provided a letter from his father documenting the property
ownership agreement and single-family, owner-occupied status. Marcia said she'd remove the
certificate of occupancy requirement.
