WHEREAS, it has been b\eported to the Cit Council by the Commissioner
of Parks, Playgrounds and P11 is Buildings th t a sudden and unexpected
emergency has arisen due to an unprecedented windstorm on August 4, 1958,
resulting in a large number of tees being prooted in public parks, on park-
ways and boulevards, creating th ee\ceby immeziate necessity for their removal
in order to remedy this hazardous tuati A and to prevent potential further
damage to public property, and inju to inhabitants of the City of St. Paul,
and
WHEREAS, it has been estimated y \id Department that the cost of
alleviating said dangerous condition /will not be less than the sum of Twelve
Thousand and Two Hundred Fifty Dollars ($121,250.00) and
WHEREAS, there are no available funds for expenditure to relieve said
dangerous condition, and
WHEREAS, by reason of thy premises above, an emergency exists within the
provisions of Section 206 of e City Charter, therefore be it `
RESOLVED, that the tyealf r and the City Comptroller be and they are hereby
authorized to borrow, on of the City of Saint Paul, a sum not in excess
of Twelve Thousand and Twndred Fifty Dollars ($12,250.00), and to execute
and deliver to the party arties making such loan the promissory note or
notes of the'City of Sai t Paul, payable to such party orlparties, bearing
interest at a rate not o exceed four (4) per cent per annum, said note or
notes to be payable on year from the date of execution thereof; be it
FURTHER RESOLVE )5, that the funds so borrowed be credited to the Department
of Parks, Playground and Public Buildings, Emergency Tree Remov 1 Fund,
Code 18 -C8.

RESOLVED, that the Mayor and the City Conptrollor be and they are hereby
authorized to borrow, on bsbal;f of the City of Saint Paul,•& oft not in excess
of Twelve T'housend and Two Hundred Fifty pollars (512,25000), and to execute
and deliver to the paarty or parties'saking such loan the promissory note or
notes of the City of Saint Paul, payable to such party or parties:; bearing
