RESOLVED, that upon appeal of Board of Education of
the City of Saint Paul from the decision of the Commissioner
of Parks, Playgrounds and Public Buildings, a ten foot building
line is hereby established along the east side of Humboldt
`.venue between Baker Street and Elizabeth Street, also described
as Lots 1 to 5 inclusive, Block 123, West St. Paul Proper, in
accordance with plans approved July 31, 1958.

This is in-the matter of the appe �Education to establish
a new building line on the east side of Humboldt Avenue between Baker and
Elizabeth Streets. The property under consideration is described as Lots 1
to-5 inclusive; Block 123, West St. Paul Proper. The zoning is „B„ residence..
The applicants own the entire block bounded by Humboldt Avenue on the west;
Elizabeth Street on the north, Gorman Street on the east and Baker Street
on the,south. The applicants propose to add a 50' x 200' addition to the
west side of the present school which will be set back 38'1ffom Elizabeth
Street; 17'-from Baker Street and 10' from Humboldt Avenue. The adjacent
area is developed with a mixture of one and two family homes:
This appeal; if granted, would relax the set -back requirements on Humboldt
Avenue from 30' to 10' to construct the proposed addition. It is the opinion
of the Board of Zoning that the needs of the Department of Education will best
be facilitated by a relaxation of the front yard on Humboldt Avenue. The
Board is also mindful of the desirability of permitting schools and similar
institutions to expand their services to the community in a manner consistant
with the public interest. Further, the Board finds that the_proposed addition
will not be materially detrimental to the adjoining property.
In consideration of these factors, the Board of Zoning `recommends that a
10' building,line be established along the east side of Humboldt Avenue
between Baker Street and Elizabeth Street in accordance with the attached
plans approved July 31, 1958,

appeal of the Board of Education to establish a 10 -ft. building line along the
east side of Humboldt Ave. between Baker St. and Elizabeth St., also described
as Lots 1 to 5 inclusive, Block 123, West St. Paul Proper, in accordance with
the plans approved July 31, 1958• ,

necessitate building beyond the existing building lines
as defined by the Legislative Code.
Therefore, in accordance with provisions of Section 6403,
paragraph (j), a waiver is requested of this restriction
to allow construction of the addition within ten feet of
Humboldt Avenue as indicated in the accompanying sketch.
It is further requested 'that the $20 filing fee be
waived.
