This is in-the matter of the appe �Education to establish a new building line on the east side of Humboldt Avenue between Baker and Elizabeth Streets. The property under consideration is described as Lots 1 to-5 inclusive; Block 123, West St. Paul Proper. The zoning is „B„ residence.. The applicants own the entire block bounded by Humboldt Avenue on the west; Elizabeth Street on the north, Gorman Street on the east and Baker Street on the,south. The applicants propose to add a 50' x 200' addition to the west side of the present school which will be set back 38'1ffom Elizabeth Street; 17'-from Baker Street and 10' from Humboldt Avenue. The adjacent area is developed with a mixture of one and two family homes: This appeal; if granted, would relax the set -back requirements on Humboldt Avenue from 30' to 10' to construct the proposed addition. It is the opinion of the Board of Zoning that the needs of the Department of Education will best be facilitated by a relaxation of the front yard on Humboldt Avenue. The Board is also mindful of the desirability of permitting schools and similar institutions to expand their services to the community in a manner consistant with the public interest. Further, the Board finds that the_proposed addition will not be materially detrimental to the adjoining property. Therefore, in accordance with provisions of Section 6403, paragraph (j), a waiver is requested of this restriction to allow construction of the addition within ten feet of Humboldt Avenue as indicated in the accompanying sketch.
