WHEREAS, the Metropolitan Council has prepared an addendum to the Preliminary Desi2n Plans for the Central
Corridor LRT Project dated February 20, 2009, consistem with Minnesota Statutes, Section 4733994, which
includes physical desia components of the preliminary desien plans for Fourth Street from east of Jackson Street to
the proposed Operations and Maintenance Facility (OMF) and tlie OMF itself locaYed on the cusent Diamond
Products site east of Broadway Street; and
WHEREAS, in the event the City disapproves the Preliminary Design Plans, the City must describe specific
amendments to the Plans that, if adopted, would cause the City to withdraw its disapproval; and
WHEREAB, CiTy sta.ff has reviewed the Addendum to the Preliminary Design Plans dated February 20, 2009; and
WFIERGAS, the CenU'al Corridor Project Office and CiTy of Saint Paul have negotiated a"Memorandum of
Understandina' responding Yo issues raised by the City Council in ResoluYion 08-73 t on July 9, 2008 approving the
Preliminary Design Plans and to issues raised by tlie City Council in Resolution 08-878 on August 2Q 2008
approving the Supplemental Draft Environmenta( Impacf STatament (SDBIS); and
WHEREAS, the Draft Environmental Impact Statement and Supplemental Draft Environmental Impact Statement
for the Central Corridor LRT Project have disclosed impacts of the project, and has specified mitigation measures to
be considered end implemented, and The Final Environmental Impact Sfatement addresses alI impacts idenTified
during the BSS process.
NOW, THEREFORE, BE IT RESOLVED that the City of Saint Paul, pursuant to Minnesota Statutes, Section
4733994 does hereby approve the Addendum to the Preliminary Design Plans for the Central Comdor LRT Project
submitted by the Metropolitan Council on February 2Q 2009; and
SE 1T FURTHER RESOLVED that tUe City of Saint Paal tequests the Central Conidor LRT project pursue
innovative and creative ways of minimizing the impacts on businesses throughout the Corridor so as to he[p ensure
that businesses along the Corridor continue to survive during and after construction.

35 BE IT FINALLY RESOLVED that the City of Saint Paui has warked, and will continue to, work with the
36 Metropolitan Council and all of the Central Corridor Pzoject Partners to ensure that the project is constructed in a
37 way that best meets the needs and addresses the concems of all Saint Paul residents and businesses.

WFIEREAS, the Metro litan Council has prepared an addendum to the Preliminary Design Plans for the Central
Corridor LRT Project dat February 20, 2009, consistent with Minnesota Statutes, Secrion 473 3994, which
includes physical design co onents of the preliminary design plans for Fourth Street from east of Jackson Street to
the proposed Operafions and ' tenance Facility (OMF) and the OMF itself located on the current Diamond
Products site east of Broadway eet; and

Met Council has developed an Addendum to the Municipal Consent Plan for the Central Corridor LRT project. City review of the
Addendum needs a resolution from the Ciry Council to proceed wi[h project. The Addendum deals whhe track layout on 4th St east of
Jackson St to Broadway St as well as reuse of portions of the current Diamond Products site for an Operations & Maintenance
Facility.
Advantages If Approved:
The Central Corridor LRT project may proceed to Final Design and Construction on schedule.
DisadvanWges If Approved:

Disadvantages If Not Approved:
The Centcal Corridor LRT project will be delayed. If the project is delayed more than a few weeks, the project timeline will slip
sufficiently so as to lose an entire construction season and perhaps slip in the federal priority list for project funding.
