BE IT RESOLVED by the Council of the City of Saint Paul, Minnesota, that the
Director, Office of Financial Services, Treasure, City Debt Manager and other appropriate City
officials and staff aze hereby authorized and directed to proceed with preliminary acrions for the
issuance of the bonds identified on the attached "City of Saint Paul 2009 Winter Bonds Sale"
sheet (see Exhibit A), and such other current and advance refundings as produce savings
sufficient to justify their issuance, in the approximate amounts set forth there, in conjunction
with Springsted Incorporated as financial consultant for all issues and Briggs and Morgan,
Professional Association, as bond counsel far all issues except Block 39/Lawson refunding(s)
which will be Kennedy and Graven Chartered, and in connection therewith to prepare Official
Statements and such other documents as may be necessary for further approval of this City
Council.
