with the consent of the Mayor and the Comptroller to issue Purchase
Order to IANGFORD COMPANY for Bolt Anchors, Setting Punches and
Cadmium plated cap screws for the Snelling Reservoir at a cost of
$240.16, without adver#sement or competitive bids as an emergency
exists'where failure to act promptly would work hardship to the
best interests of the City.
