1 WIIEREAS, adverse acrion was taken against the Taxicab Vehicle Iicense heid by Mahmed A.
2 Hassan d/b/a Airport & Airline Taxicab Corporation (License ID #20040004505) for the City of Saint Paul
3 by Notice of Intent to Suspend License dated Januazy 29, 2009 alleging licensee failed to pay delinquent
4 license and late fees in the amount of $381.00, submit a current certificate of Auto Liability insurance and
5 license plate numbers of taxicabs; and
WHEREAS, the licensee did not respond to the Notice of Intent to Suspend License to pay the
delinquent license and late fees, submit required insurance and license plate numbers; and
10 WHEREAS, the Notice of Intent to Suspend License stated that if the licensee failed to pay the
11 delinquent license and late fees, submit required insurance and license plate numbers by February 9, 2009,
12 that the matter would be placed on the consent agenda to impose the recommended penalty; now,
13 therefore, be it

Deaz Mr. Hassan:
The Department of Safety and Inspections (DSI) has recommended suspension of the Taxicab
Vehicle license held by Mahmed A. Hassan dJb/a Airport & Airline Taxicab Corporation for the City
of Saint Paul. The basis for the recommendation is as follows:
According to DSI records, your Auto Liability insurance expired on
November 22, 2008. You are required to submit a current certificate of
Auto Liability insurance with a 30-day notice of cancellation. You are also
required to submit license plate numbers of all of your taxicabs.
In addition, your Taxicab Vehicle license expired on November 22, 2008 and
is now delinquent. You currently owe $381.00 in delinquent license and late
fees.
As of today's date the delinquent license and late fees have not been paid
and you have not submitted the required insurance and license plate
information.

At this time you have three options on how to proceed:

You can pay the delinquent license and late fees of $381.00 and submit the required
insurance and license plate information. If this is your choice, you should send the
payment and information directly to the Department of Safety and Inspections, at 375
Jackson Street, Ste. 220, St. Paul, Minnesota 55101-1806 no later than Monday,
February 9, 2009. Information should be directed to the attention of Christine Rozek. A
self-addressed enveJope is enclosed for your convenience. Payment of the delinquent
license and late fees and submission of the required insurance and license plate
information will be considered to be a waiver of the hearing to which you are entitled.
2. If you wish to admit the facts but contest the penalty, you may have a public hearing
before the Saint Paul City Council, you will need to send me a letter with a statement
admitting the facts and requesting a public heazing. We will need to receive your letter by
Monday, February 9, 2009. The matter will then be scheduled before the City Council
for a public heazing to determine whether to impose the license suspension. You will
have an opportunity to appeaz before the Council and make a statement on your own
behal£
If you no longer wish to do business in the City of Saint Paul, you will need to send a
written statement to that effect to the Department of Safety and Inspections (DSI), at 375
Jackson Street, Ste. 220, St. Paul, Minnesota 55101-1806 no later than Monday,
February 9, 2009. Information should be directed to the attention of Christine Rozek.
If you have not contacted me by that date, I will assume that you do not contest the
suspension of your license. In that case, the matter will be placed on the Council's Consent
Agenda for approval of the recommended penalty.
