WHEREAS, under the federal S�ET�t�LU Transportation Act enacted in 2005, Minneapolis and adjoining communities have
been allocated funds under the Non-Motorized Transportation Pilot Proa am; and
WHEREAS, the Non-Motorized Transportation Pilot (NTP) Program is designed to test how infrastructure improvements,
combined with planning, public education, and promorion, can increase the number of people bicycling and walking and reduce
driving, with a focus on connections in and out of Minneapolis; and
WHEREAS, the Minnesota Bicycle and Pedestrian Alliance does business as the Sibley Bike Depot which provides
rehabilitated bicycles to residents of Sain[ Paul and surrounding communides; and
WHEREAS, Sibley Bike Depot is applying for funds under the NTP Program; and
WHEREAS, NTP requires that the City of Saint Paul act as the fiscal agent in accepting the federal aid that may be awarded for
this project,
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul act as the fiscal agent for Sibley Bike Depot, and accept,
as its agent, federal aid fitnds which may be made available for eligible transportation related proj ects.
BE IT FINALLY RESOLVED, if funding is approved for the above referenced project, the proper city officials are hereby
authorized and directed to execute grant agreements for the projects and implement the activities specified.

Approve the attached resolution authoiizmg the City of Saint Paul to act as the fiscal agent for Sibley Bike Depot so that Sibley Bike
Depot might apply for funds from the Non-Motorized Trasportation Program (NTP) of MnDOT for a bicycle donation program to be
implemented in Saint Paul. In order for the non-profit to apply for the funds, a public entity must act as its fiscal agent.
