Mishek, M.D. to rezone from "A" Residence to '.'Commercial" property located adjacent to the south side of Larpenteur Avenue between No. Lexington Parkway and Dunlap Street. This pro- perty is described' as Lots 5, ;6 and 7, Block 1, Clifton Dale Addition. The zoning has been "A ",Residence since August 2�, 1922. This petition has been signed by ten out of a possible 14, or 71 per cent,,of the owners of the'several descriptions within a 100 feet of the property to be rezoned. At the present time there is a single family residence on the property which wi11 be removed, otherwise the land is vacant and undeveloped. The property has a frontage of 120 feet along Larpenteur Avenue with a depth of 125.5 feet, giving a site area of 15,060 square feet. The applicant proposes to erect a one -story doctor's office where two doctors will engage in general practice, with adequate off- street parking for the staff and patients. The ultimate plan calls for an addition to the building to accomodate a dentist. The adjoining land uses are as follows: north across Larpenteur Avenue is the new Roseville Shopping Center; west and adjoining is vacant undeveloped land; farther west across Avon Street, in the next block, are the California Apart- ments; south across an alley are single family residences fronting on California Avenue; east and adjoining is a liquor store and parking lot accessory thereto; east of the liquor store is a grocery store. Field investigation discloses no objection to this use as it will establish a buffer zone between the commercial uses to the east, the shopping center across Larpenteur to the 'north, and the residences fronting on California Avenue. In consideration of the above factors, the Board of Zoning recommends approval of this application for rezoning the above described property to commercial in accordance with' the plans approved on November 21, 1958. 1 . D. 1698 NORTH LEXINGTON PARKWAY SAINT PAUL 13, MINNESOTA October 23, 1958 To the Honorable Mayor and City Council c/o The City Clerk City of Saint Paul, Minnesota Gentlemen: I have entered into an earnest money contract-for the purchase of Lots 5, 6, and 7, Block 1, Clifton Dale, Ramsey County, State of Minnesota, from Katherine H. Pepin, for the purpose of erecting a medical building in which to engage in the general practice of medicine with Dr. Thomas Votel. All but two of the adjoining lot owners, as required by city ordinances, joined in the execution of the petition to rezone from Class A residential to Commercial, since they fully realized that no one would build a home on the said lots and that the erection of a beautiful building would enhance their property substantially. Accompanying this letter are the following documents: r ' 1. Petition dated October 20, 1958 executed by 86 -2/3/ of the adjoining lot owners. 2. Certification of St. Paul Abstract & Title Guarantee Company of the examination of the property owners within 100 feet of the property, which was certified to on October 15, 1958 at 8:00 o'clock A. M. 3. Determination of consents to change zoning from Class A Residential to Commercial. 4. Photostatic copy of Block 1, Clifton Dale with the lots involved and the adjoining property owners clearly marked. 5. Designer's sketch of the exterior of the building in color. 6. ;'Designer's drawing of floor plan, lot plan and build- ing furnishings. 7.
