Bartlett, Jr. from the decision of the Commissioner of Parks, Playgrounds and Public Buildings, and upon the favorable reo)mmendation of the Board of Zoning, permission is hereby granted, pursuant to the Zoning Code, Sections 60 to 64 of the Saint Paul Legislative a portion of Code, as amended, the Commercial Use authorized on/property adjacent to the east side of Western Avenue between Lawson and Cook Avenues, described as Lot 16, and the north 20 feet of Lot 15, Block 34, Auerbach and Hands Addition to the City of St. Paul, is hereby extended to the entire property hereinabove described, and permission is hereby given to the owner of such property to devote the same in its entirety to commercial use, with the same intent, purpose and effect as if said property had been entirely classified under the Zoning Code, as amended, in a Commercial District. Bartlett Jr, for an appeal to extend a:lpermitted apartment,use on a portion of this property to cover'the entire property which -is located adjacent to the east side of Western Avenue between Lawson and Cook Avenues. The property is described as Lot 16, and the north twenty feet of Lot 15, Block 34, Auerback and Hands Addition. The zoning is commercial to a depth of 100 feet back from Western Avenue, the remainder is "B" Residence since August 22, 1922. The applicant proposes to construct a six unit apartment building on this- site. The property has a frontage of 62 feet along Western Avenue extending to a depth of 132 feet, giving an area of 8,184 square feet, or 18.8 per cent of an acre. The adjoining land uses are as follows: north, south, and east adjoining are single family residences; west across Western Avenue is a single family residence, and a neighborhood food market with �n apartment on the second floor.- Field investigation discloses that the proposed development would not be detrimental to the adjoining properties; the appeal is a reasonable one and does not, deviate from the purpose and intent of the ordinance. Inas- much as a large portion of the lot is zoned commercial, it is felt that this apartment would be a preferred use on this commercially zoned lot. The proposed apartment meets the recommended standards for density and ground coverage for this type of development. The Traffic Engineer has approved the proposed parking layout and operation.
