12 feet of Lot 4, all of Lot 5, and the east six feet of Lot
6, Block 1, Buckhouts Rearrangement of Moore's i`ddition to the
City of St. Paul, in accordance with plan submitted and subject
to compliance'with the provisions of all ordinances governing

application of Mr. M. G. Hathaway for a permit to install and operate
a parking lot as described in the attached letter of Herbert C. Wieland.
You will note that this is one of those cases in which the Planning
Director had jurisdiction over the granting and denied the application.

Dear'Mayor and Council Members:
This :is with reference to the application of Mr. M. G. Hathaway for
a permit to construct a seven -car private, off - street, parking lot
in conjunction with a -seven unit apartment building.
The site is located on the south side-of. Randolph Avenue between
Pleasant Avenue and Chatsworth Street. The legal description of the
property is .the west 12 feet of Lot 4, all of Lot 5 and the east six
feet of Lot 6; Block 1, Buckhouts Rearrangement of Moore's Addition.
The zoning is! "C" Residence and has been since August 22, 1922,
Section 60.23; paragraph (4), subsection (1) of the Legislative
Zoning Code p'r'ovides that "plans showing the .layout and design of
vehicular parking places with a capacity of less than ten (10) motor
vehicles shall be approved by the Traffic Engineer and the Planning
Director prior to the issuance of any building or works permit
necessary.........'. _ \
The - 'parking lot layout has been approved by the City Traffic Engineer,
The Board of Zoning and the Planning Director have adopted certain
density and Building coverage standards for apartment projects. Based
on these standards, -the proposed project meets the recommended ground
coverage requirements of 30%.of the site; however, the recommended
maximum density requirement for this site would be exceeded'by_60 %.
For this reason, I find;it' impossible to approve this application.
