RESOLVED, that upon appeal of Ben Specktor from the
decision of the Commissioner of Parks, Playgrounds and Public
Buildings, anld: upon the favorable recommendation of the Board
of Zoning, permission is hereby granted for the extension of

Block 4, St. Catherine Park, located on the west side of Mount
Curve Boulevard between Ford and Highland Parkways, in accordance

The City Council requested that you prepare a resolution granting the
appeal of Ben Specktor for permit to extend '"C" Residence use to cover
the south 49 ft. of Lot 7, Block 4, St. Catherine Park, located on the
west side of Mount Curve Blvd. between Ford and Highland Pkwys., in
accordance with plans approved Nov. 12, 1958•
The City C6uncil also requested that you prepare a resolution granting ,
the appeal of Ben Specktor for permit to relax the side yard requirements
from 8 ft. to 4 ft. for a parking lot adjoining Lot 8, Block 4, St. Cath-

Dear Sir:
This is in the matter of the application of Ben Specktor to permit the extension
of a "C" Residence�use'to cover the south-49 feet of Lot 7; to relax the side
yard requirements from eight feet to four feet of a parkng lot adjoining Lot 8
which is-a "C" Residence zone; and to permit the instal�2tion and operation of
a private parking lot on the south 49 feet of Lot 7 and all of Lot 8; all in
Block 4 St. Cather,ine'Park. This " "
property is presently zed C Residence
and "B" Residence.
The property under'consideration is located on the west side of Mount Curve
Boulevard and Highland Parkway. The applicant proposes to construct a,fifteen
unit apartment building on this site with fifteen off-street parking spaces.
This site has a frontage of 100 feet on Mount'Curve boulevard and extends west-
erly to a depth of 150 feet._ • ,
Lot 8, which is the southerly 50 feet of•this,property, is zoned "C" Residence,
and Lot 7 is zoned., B" Residence. In 1947, the, -City Council under Couhcil
File No. 142300 granted an appeal to hir. William- Johnson which permitted a "C "
Residence use of Lot 8 to cover the south 49 feet of Lot 7 for the purpose of
constructing an apartment building. The apartment was not constructed, and under
the Zoning Ordinance, the appeal expired- at'the end of one year.
The adjacent land uses are as.follows: single family homes are to the north;
Multi -clean Manufacturing Company-to the-west; Ray Bell Film Company is to the
south with apartments across Mount Curve Boulevard to the east..
The applicant's plans meet minimum construction standards, and the development
thereof will not be detrimental to the adjacent property. The parking layout
has been approved by the Traffic'Engineer. Field investigation discloses no
objection from the standpoint of adjacent land,use. This apartment development
will provide a transitional use'between the industrial use to the south and the
single family homes to the north. }

In consideration of these factors the Board of Zoning recommends that all
three requests be granted in accordance with plans approved November 12, 1958.
