The enclosure is a .statement on behalf of
twelve property owners adjacent to the alley described
above.
All, and the other adjacent holders as well,
are under notice of a hearing to consider the im-
provement spoken of. We hope that above are noted
the proper identification numbers.
It is the intention of most of the signers
to appear at the hearing.

Gentlemen:
The undersigned are property owners adjacent to an
alleyway located between, and parallel to Thomas and Edmund
Avenues, whose Eastern and Western,boundaries are Oxford and
Lexington Avenues, all in the City of St. Paul.
,'All have received notice that,a hearing is pending
before the Council`on November 12, 1958; at 10:00 A.M., and
that, that hearing will consider a petition to have the'alley
filled to a drainage level with the upper or Lexington Avenue
end, and the Oxford Street end.
The signers hereof desire to acquaint the Council
with their feeling that the aforesaid petition was represent-
ed to them as having to do, only, with the elimination of a
drainage ,condition on the lower floor of the alley, that
their agreement to that objective in no wise contemplated a
plan to completely raise the alley level, if such a plan is
to be considered. .
Further, -it is their desire to acquaint the Council
with the fact that, of the adjacent homes, three will lose
entrance ways to their homes, three will lose the entrance ways
to their garages, -and three contemplate drainage problems
greater than they presently have.
• Signers express the belief that the present. plans,
as much as they know of them, will create hardship for a
number of�'the adjacent homeowners, and respectfully suggest
that further study be made with these statements in mind.

Subject: Nuisance in ungraded alley running in an East and
West direction from Oxford Street to -within one -half
block East of Lexington Avenue between Edmund and
Thomas Avenue s.
On July 15, 1958 I investigated subject condition and, found a
large mudhole in the alley approximately at the rear of 1057
Edmund Avenue but extending for 50 feet or more in length.
The .alley is, very low in this spot with a sharp rise to the Tee
alley one -half block East of Lexington and to Oxford Street with
no opportunity whatsoever for water to drain away. I am of the
opinion that stagnant water will be contained in this- depr.e-saion
most of the time except during, an extended dry spell.
Undoubtedly this condition ig causing an odor and mosquito
problem a.s well as a nuisance since small children will be
attracted to it. I suggest that this report be forwarded to the
Department of Public Works with a recommendation that the
condition be corrected if possible since it is a public nuisance.
