WHEREAS, the Legislature of the State of Minnesota,
by Laws 1957, Chapter 3890, transferred operation, maintenance,
construction and administration of the Home School for Boys
and Girls from the jurisdiction existing under Minnesota
Statutes 1953, Section 260.14, to the jurisdiction of the
Joint Committee appointed pursuant to Laws 1955, Chapter
353, Section 15, as amended by Laws 1957, Chapter 664, Section
2,,designating said joint committee, "Detention and Corrections
Authority "; and
r` WHEREAS, by- resolution passed by this Council on May
31, 1957, it was resolved that inasmuch as under the new juris-
diction conferred on the Detention and Corrections Authority,
which required the City to provide one-half-of the cost of
maintenance, operation and construction of said schools, and
the budget of the City for 1957 having been fixed and closed
and request made to the County of Ramsey to fix in its budget
an appropriation for the entire year 1957 to provide funds
for the operation of said- schools with the obligation under-
taken by the City pursuant to said resolution to make payment
to the County of Ramsey f 6r• one -half of all of the obligations
for the said schools on and after April 13, 1957; and
WHEREAS, the total bill for t1ve operation of the
Home Schools for Boys and Girls .from and - after the said date
above mentioned is in the amount of,-$90,730.66, and the obliga-
tion of the City, pursuant to proceedings had heretofore is
in the amount of one -half said amount, or $45,365.33; and
WHEREAS, under and pursuant to the Detention and
Corrections Authority Act as hereinabove referred to, agreement
was .had between the City and the County that at the time of
the taking over of jurisdiction of the Workhouse properties
from and after July 1, 1957, that the cost of operation and
maintenance of the said properties during the remainder of
the year 1957 would be paid by the City, the County thereafter,
after final accounts,' to assume o'ne -half' of the o ?erational

cost under and pursuant to the Act; and
WHEREAS, the City of Saint Paul has expended for the
operation of said Workhouse properties from July 1, 1957, to
December 31, 1957, the amount of $84,800.78, the County's one -half
share of said cost being in the amount of $42,400.39, which the
,_:- __City of Saint Paul has received in full from the County under
and pursuant to'Registered Bill No. 1 -7516 presented to the
County of Ramsey on June 24, 1958; now, therefore, be it
RESOLVED, That the proper City officers are hereby
authorized to make payment of the City's one -half share of
cost of maintenance of the Home School for Boys and Girls
from and out of the funds received from the County of Ramsey
for one -half of the operating cost of the Workhouse as referred
to hereinabove, and from and out of that certain fund properly
set up and designated and carried over in the Public Works
Department and.known and designated as Workhouse 10 -D, and
Workhouse Farm Special Fund . -1002 for such balances as are
needed for complete payment:'
