09-235Council File # 09-235 GreenSheet# 3067285 RESOLUTION OF Presented PAUL, MINNESOTA 7 WAEREAS, the Minnesota High Speed Rail Corridor (Corridor) is defined as a Canadian Pacific railway corridor from La Crescent to the Union Depot in Saint Paul, traveling along the Mississippi River; and WHEREAS, the Minnesota High Speed Rail Corridor will connect Minnesota to Chicago, and the greater Midwest Regional Rail System, a 3,000 mile, nine-state high speed rail network advocated for by the Midwest Interstate Passenger Rail Commission (MIPRC); and 9 WHEREAS, the MIPRC estimated that connecting Minnesota to the Midwest Regional Rail 10 System would generate over 1,500 permanent jobs and $1.2 billion in user benefit to Minnesota; and 11 12 WHEREAS, the identified economic benefits will not be achieved without high speed rail; and 13 14 WHEREAS, there aze opportunities to build upon these economic benefits via a variety of rail 15 transportation improvements to the corridor, including passenger rail, high speed rail, and commuter rail; 16 and 17 18 WHEREAS, investments in the Comdor provide the opportunity to simultaneously advance other 19 rail projects; and 20 21 WHEREAS, the implementation of rail improvements allows far the ma�cimization of public 22 resources; and 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 WHEREAS, the communities along the Corridor, including the City of Saint Paul, wish to collaboratively plan for the multiple rail transportation improvements and for the related land use and development impacts to masimize the public investment; and WHEREAS, forming a joint powers board under the provisions of Minnesota Statutes Section 471.59 and 398.A. will enable the parties to cooperatively advocate for, analyze the feasibility, environmental impacts, engineering, construction, and operaUOn of an integrated rail transportation system in the Minnesota High Speed Passenger Rail Corridar that includes passenger, high speed, commuter, and freight rail along with the associated land use and development impacts; and WHEREAS, a joint powers board will be established on a date that the agreement has been approved by resolution and duly executed by the Regional Rail Authorities of Ramsey, Washington, Dakota, and Goodhue Counties by action of their goveming boards; and WHEREAS, under the current draft, the City of Saint Paul is eligible to participate in this Commission upon adoption of the Joint Powers Agreement; 09-235 41 NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council supports the 42 establishment of the Minnesota High Speed Rail Corridor Commission and expresses the City's interest in 43 becoming a party to the Joint Powers Agreement; and 44 45 BE IT FINALLY RESOLVED, that upon the adopuon of the final Joint Powers Agreement by 46 the Rea onal Rail Authorities of Ramse'y, Washington, Dakota, and Goodhue Counties, the Saint Paul City 4'7 Council intends to adopt the final Joint Powers Agreement.
